In recent years,the frequent occurrence of public health incidents and multiple natural disasters has caused huge casualties and property damage to the country,and has also revealed the shortcomings of the city’s inadequate emergency management system and the city’s weak emergency response capabilities.Emergency management is generally divided into prevention,response,preparation and recovery phases.For these four phases,the prevention phase is particularly important.In the prevention phase,the emergency goods reserve is mainly responsible for the delivery of supplies and is essential as the core part of the emergency system.A reasonable and scientific location for the emergency supplies reserve can ensure that emergency supplies arrive at the disaster site in time,speed up the rescue process and appease the affected residents,thus improving rescue efficiency and even reducing casualties and property losses to a certain extent,which is of great significance for emergency rescue.This paper analyzes the current situation of Taiyuan municipal grain supplies reserve based on the current situation,and finds that there are problems of uneven distribution and high cost,on the basis of which this paper constructs a model for site optimization of emergency supplies reserve in Taiyuan.,and uses an improved genetic algorithm to iteratively calculate it.The final results are compared with the current state,and the scientific and rational nature of the optimisation is confirmed,so as to improve the efficiency of emergency relief.The siting model in this paper is divided into two parts,a pre-siting model and a re-siting model.Firstly,the K-Means clustering algorithm is applied to group all the demand points in Taiyuan City,resulting in a classification of k areas,and the contour coefficients for each classification are calculated by taking the k value from 4 to 10.After comparing the results,the final classification of 8 regions was found to be reasonable;after considering the personnel and population density of each demand point in Taiyuan,and analysing the factors affecting the weighting according to the relevant research literature,the influence factors of demand weighting were finally derived.After calculating the demand weights of each demand point,a pre-siting model was established to pre-select sites for the Taiyuan emergency supplies reserve,resulting in 8 alternative sites for the reserve.Next,the multi-objective function model is iterated using a genetic algorithm,and the robust optimisation theory is used to introduce perturbation coefficients and control parameters to obtain the best site selection plan for the reserve.In this paper,when dealing with the multi-objective decision model,as it is impossible to determine the importance of covering the value and cost of Taiyuan City in site selection,this paper constructs an optimisation model for demand variation by changing two weight coefficients and considering demand uncertainty,and finally solves for the best site selection.This paper confirms its scientific validity by improving the siting of the material reserve depot in Taiyuan and calculating the coverage of the optimised depot as well as the population coverage of each region,and comparing the analysis with that before the optimisation,in order to improve the emergency management capacity of Taiyuan after an emergency event and provide a reference for the optimisation of the siting of the emergency material reserve depot in other cities in China.
