This thesis mainly studies the necessity,difficulties and solutions of relocation of low income families from isolated and impoverished areas to cities and towns with the help of governmental resettlement policies under the dual urban-rural structure.Most of the settlers taking part in the state-led poverty alleviation relocation program have,behavioral or economically,difficulties to start their new lives in towns or cities due to their lack of skills in making a living and habits formed in their rural hometowns.The thesis will study the poverty alleviation relocation practice in Guizhou because it embraced mass relocation programs in cities and towns.The study found that there are financial burden on local government and difficulties in persuading would-be settlers to move into resettlement complexes in cites or towns,and in providing public services to them as well.To address these difficulties,Guizhou provincial government has taken a series of policies or measures such as a multi-channel financing,the five systematic follow-up measures,and systems of holding local officials at different levels accountable for pushing forward the relocation programs in cites or towns to insure their smooth implementation.Under the dual urban-rural structure,it costs far more to carry out resettlement programs in cities or towns than those in villages.However,there are many benefits in relocating people in cities and towns such as removing the roots of poverty,strong help in getting people out of poverty,a better foundation for carrying out a new-type of urbanization and a higher urbanization rate.The practice of Guizhou poverty relocation programs in cities and towns is of great help to similar relocation programs in future in terms of how to keep a balance between short-term targets and long-term ones,between prolonged difficulties and immediate ones,and between inner needs and external risks.
