Research On Countermeasures To Improve The Safety Governance Capacity Of County-level Relocation Communities In Guizhou Province In The Post-poverty Er

On the eve of the Spring Festival in 2021,General Secretary Xi Jinping emphasized when inspecting Guizhou: "After the problems that can be moved are basically solved,follow-up support is the key.We must implement relevant measures to ensure that the relocated people are stable,have employment,and gradually become rich." As the main battlefield for the poverty alleviation in China,Guizhou has a large population of poverty alleviation relocations and is the only province to implement the urbanization settlement.In the post-poverty era,after the realization of "movement",to be "stable",the key is to improve the safety and governance capabilities of the relocation community for poverty alleviation and relocation,so as to enhance the sense of security,happiness and sense of acquisition of the community,So as to ensure "stable".This paper is search for the promotion in security governance in the community of the relocated in Guizhou county level,according to the spirit of the Fifth Plenary Session of the Nineteenth Central Committee,and counted security governance in four areas,that is risk investigation,resovle conflicts,emergency disposal and prevention and control from the beginning.Combined with the current governance measures taken by the relocated communities at the county level in Guizhou Province for safety governance,the established mechanism and model,and the work results achieved,the current situation of the safety governance capacity of the easy-to-move communities in the province is sorted out.Through questionnaires,unstructured interviews,field visits and other methods of comprehensive management center staff,and residents in the relocated community C in S county,the effectiveness of measures to improve the safety governance capability of the C community was analyzed and researched,and the C community was classified and summarized.There are problems in the current security governance capacity of the community,and the reasons for the problems are analyzed from four aspects: governance mechanism,departmental coordination,professional strength,and mass autonomy.Combining the experience of safety governance in advanced communities such as Yuexi County in Sichuan,Huanjiang Maonan Autonomous County in Guangxi,Xuan’en County in Hubei etc.,comparative analysis and research are carried out,and the experience in three aspects of strengthening party building,governance function and service guarantee is obtained.From the perspective of the safety governance capability system of implementation,comprehensive coordination and linkage of departments,and deep participation of the masses in self-governance,it is proposed to improve the governance system,strengthen departmental coordination,promote professional construction,and stimulate endogenous power to improve the safety governance capability of easy-to-move communities.
