Study On The Problems And Countermeasures Of Poverty Alleviation Relocation In Xinhua County

Relocation for poverty alleviation,also known as ecological migration,is an important poverty alleviation measure explored and implemented by the party and the government in the new era.The implementation of the project makes the infrastructure in the resettlement area significantly improved,the people’s income significantly improved,and the quality of life significantly improved.For the poor people who do not have the basic living conditions and development resources,we have found the way and export to get rid of poverty and become rich quickly.The relocation has become an important measure of "five groups" targeted poverty alleviation project,which has its historical and practical inevitability.It is of great significance to achieve the goal of "two no worries,Three Guarantees" for the rural poor under the existing standards and to win the targeted poverty alleviation project.Through consulting domestic and foreign literature,combining with the methods of onthe-spot investigation and visiting,this paper formulates research ideas,adopts case analysis method and comparative analysis method,takes the relocation of Xinhua County as the research object,sorts out and classifies the problems in the process of relocation one by one,and finds that there are many concerns of the poor people,weak willingness to move,large gap of financial support,etc At the same time,the follow-up industry development is difficult,supporting policies are still missing,and the relocation promotion system is not comprehensive enough.Starting from the analysis of the causes of the problems,and referring to the excellent work experience of Tongren City,Shimen County and Yuanling County in terms of relocation and resettlement mode and follow-up industrial development,the paper puts forward countermeasures and suggestions for poverty alleviation and relocation in Xinhua County.The first is to strengthen publicity and change the thinking misunderstanding of the poor people;the second is to increase financial support and innovate the financial service mode;the third is to improve the utilization efficiency of idle land;the fourth is to formulate supporting policies for follow-up industries to support the development of characteristic industries;the fifth is to strengthen management services.
