Evaluation Of The Effectiveness Of Poverty Alleviation Relocation In Promoting Rural Revitalization In Panzhou City, Guizhou Provinc

As a systematic and strong measure of poverty alleviation and development,relocation policy has become an important measure of poverty alleviation in areas with harsh natural environment,weak development foundation and extremely deep poverty.In recent years,through a series of follow-up measures to help the poor relocate from inhospitable areas,local governments have greatly improved the way of production and life and conditions of the poor,enabling their industries to develop and expand,their living environment to improve,and gradually realizing the goal of lifting them out of poverty and increasing their incomes.The 19 th National Congress of the Communist Party of China(CPC)proposed the implementation of the rural revitalization strategy,which defined the general requirements of "thriving industries,livable ecology,civilized local customs,effective governance,and rich life",which put forward new requirements for the follow-up construction of poverty alleviation relocation in inhospitable areas.Based on this,this paper sorted out the relevant research results of poverty alleviation relocation,rural revitalization and benefit evaluation,defined the concepts of rural revitalization and poverty alleviation relocation,and introduced the theories of rural governance and sustainable development.From plate won state poverty alleviation policy agenda of the move,policy planning,execution,etc,on the basis of rural revitalization "prosperous industry,ecological livable,local custom civilization,effective governance,rich life" five requirements to build the evaluation index system,the disc won state poverty alleviation relocation 26 concentrated settlements of the questionnaire survey to 340 shops This paper analyzes the effect of the implementation of the policy on rural revitalization from five aspects.It is concluded that the policy has promoted the implementation of rural revitalization strategy to a certain extent,but there are still some problems,such as industrial development to be integrated,living environment to be optimized,spiritual civilization to be improved,community governance to be strengthened,and income channels to be broadened.In view of the existing problems,based on the country revitalization of the proposed change of poverty alleviation and move into the area of origin industrial integration development between urban and rural areas,improve the ingoing area of origin living environment,the innovation culture service system,optimization of governance mechanism,countermeasures and Suggestions to improve entrepreneurial employment service system,hope that through these measures to promote rural implementation of the strategy of rejuvenating.
