Research On The Countermeasures For The Dilemma Of Commercial Law Enforcement In L District In The Background Of Comprehensive Administrative Law Enforcement Reform

In the comprehensive law enforcement reform work carried out since 2015,a number of administrative law enforcement teams have been merged into the urban management law enforcement department,and a comprehensive administrative law enforcement department has been established,which has played a role in streamlining the law enforcement team and improving the efficiency of law enforcement as a whole.However,the incomplete grassroots reform has had an adverse impact on grassroots law enforcement in some areas,including commerce.This thesis focuses on the research on the dilemma of commercial law enforcement after the reform of comprehensive law enforcement in the L area.First,introduce the core concepts and theoretical basis of commercial law enforcement reform and the entire comprehensive law enforcement reform that includes it.After that,it introduced the business work situation in the L area and the situation and experience of the original business comprehensive law enforcement brigade,as well as the difficulties and deep-seated reasons facing the business law enforcement at this stage.Analyzed the difficulties in the reform of some law enforcement agencies represented by commerce and the comprehensive administrative law enforcement agencies in the reform of comprehensive law enforcement.Analyze the division of responsibilities in the reform and the feasibility of seeking to get rid of the predicament from the vertical(municipal bureau of commerce)and horizontal(district market supervision bureau).Through the above analysis of the dilemma,the three goals of self-construction(short-term),mechanism optimization(medium)and reform breakthrough(long-term)are proposed respectively.Specifically,it includes strengthening team building,professional training,law enforcement guarantees,publicity and guidance,and style supervision;clarifying the boundaries of law enforcement responsibilities,establishing a communication and coordination mechanism,improving the case transfer system,and improving the supervision function system;strengthening business regulations and legislation,integrating into the market supervision system,and recreating double Path management system,transformation of economic governance model and other parts.
