Rural living environment governance is one of the tasks of rural revitalization strategy. The government actively promotes this work, which has significantly improved rural living environment. However, governance actions should not only rely on the government, but also require the participation of rural residents. However, the main role of rural residents is often not fully played in this action. Therefore, this paper takes the northern Anhui region as an example to explore the factors affecting rural residents’ participation in the human settlement environment governance behavior, which has theoretical and practical significance. This paper takes rural residents’ participation behavior as the research object, based on the theory of planned behavior and combined with field survey data, expounds the current situation of rural human settlement environment governance in northern Anhui province, and constructs a binary logistics model to explore the factors affecting rural residents’ participation behavior. The survey results show that the rural living environment in northern Anhui has been improved greatly, the treatment of domestic waste is outstanding, the popularity rate of new toilets is high, the appearance of villages has been improved, the phenomenon of sewage disarrangement has been reduced, and the effect of treatment between regions is obviously different. There are still problems such as inadequate governance, lack of infrastructure and low participation of rural residents in governance projects. The empirical results show that: the higher assessment of village environmental quality, the more aware they are that environmental governance will improve village environment or promote village development, the more influence they are by neighbors and friends, the more leisure time they have and the more confident they are in their own abilities, the more willing they are to participate in governance. The higher the evaluation of village environmental quality, the more influence by neighbors and friends and the more leisure time rural residents will actually participate in governance. In addition, the closer rural residents are to the market town, the more willing they are to participate in rural living environment governance, and the longer they live in the countryside, the more willing and practical behavior they will have to participate in this governance action. To sum up,this paper proposes some policy implications to promote rural residents’ participate in human settlement environment governance: first, increase infrastructure investment and improve participation conditions;Second, enhance the participation awareness of rural residents;Third, give play to the main role of rural residents, enrich the channels of participation;Fourth,we need to improve the quality of our living environment. |
