Talent,as an important strategic resource,is becoming more and more important as China economy boom in the recent years.Therefore,each city has issued policies for the settlement of talents with different contents,but how the policy of talent settlement will affect the local urban-rural gap remains to be studied.In order to explore the impact of the talent settlement policy on the urban-rural income gap,this paper starts from the talent settlement policy.Starting from the perspective of talent flow,this paper uses a variety of methods such as comparative analysis,normative analysis and empirical research to examine the impact of talent settlement policies on the urban-rural income gap.Specifically,this paper selects the relevant data of 70 large and medium-sized cities in 2010-2019 such as talent settlement policies as research samples,selects the urban-rural income gap as the explained variable,and further divides the settlement policies by refining the settlement policies as the entry point.There are four aspects,one is whether the settlement is allowed under certain conditions or unconditionally,that is,whether the settlement policy is promulgated;the second is whether there is a monthly subsidy,that is,a monthly living subsidy,a monthly rental subsidy,etc.;the third is whether there is a one-time subsidy,such as one-time housing subsidy,etc.,the fourth is whether to provide talent apartments.First,this paper introduces the relevant theories on the urbanrural income gap and the implementation status of the talent settlement policy at the current stage;secondly,this paper specifically expounds the mechanism of the settlement policy affecting the urban-rural income gap and conducts a corresponding mechanism test.It believes that the implementation of the settlement policy The urbanrural income gap can be affected in three ways.First,the talent policy has directly pushed up the per capita disposable income of the urban population from the perspectives of urbanization and industrialization,human capital level,and innovation;second,the promulgation of the policy has driven local economic development and industrialization,increasing the demand for labor.,a large number of rural residents flooded into cities,which lowered the per capita disposable income of the city;third,the talent policy indirectly increased the per capita income of the rural population through the transfer of rural population.This paper uses a combination of theoretical and empirical methods to explore the relationship between the settlement policy and the urban-rural income gap,and to compare and analyze the differences between cities at different levels,and put forward corresponding policy recommendations accordingly.Through these studies,the main conclusions of this paper are as follows: First,the implementation of the talent settlement policy has widened the urban-rural income gap to a certain extent.Secondly,in general,for different policy dimensions,whether to implement the talent settlement policy or unconditional settlement,provide monthly subsidies,and provide one-time subsidies,these dimensions have significantly widened the urban-rural income gap.In addition,compared with second-tier cities,the impact of talent settlement policies on third-tier cities is more significant.Finally,this paper puts forward corresponding policy suggestions from the two aspects of talent settlement policy and narrowing the income gap.
