Abstract/Summary:
The "people-centered innovative development" proposed by the 19 th National Congress has laid the tone for sustainable development in the new era.Improving the urban innovative capability has also become one of the primary goals of local development.With the further prominence of innovation in the national comprehensive strength of China,city governments are more eager to further attract talents and promote innovation through talent policies.At the end of 2017,Wuhan announced to further relax the conditions for settlement,which has become a new start for the "battle for talents" in recent years.Various governments have issued policies with their own characteristics in order to attract more highly educated and high-tech talents.In this background,whether talent policy has a positive effect on the urban innovative capability as the government expects,the effect works through what mechanism,whether different types of supporting policy got different effect,whether for cities in different location or in different levels got different effect.All these have become the content to explore in this article.Through literature analysis,this paper summarizes the basic theories of relevant research,and comprehensively understands the current research situation of urban innovative capability at home and abroad and talent settlement policy.The theory of urban innovative system puts forward that the urban innovation system is composed of the support system and the growth system.The investment for the support system can effectively promote the benign development of the growth system.As an important content of the support system,the innovative human capital and the innovative material capital can directly affect the innovation output of a city,which is also one of the representative indicators to measure the urban innovative capability.Under the above theoretical background,this paper further finds that China’s scientific and technological innovation and talent settlement policy have a relatively close development trajectory.Therefore,this paper believes that the talent settlement policy does affect the urban innovation ability.On the basis of obtaining the above deduced conclusions,this paper collected economic factors data of 114 sample cities from 2013 to 2019 and constructed a time-varying difference in difference model to make empirical analysis about the talent policy’s effect on urban innovative capability.This paper also made analysis about the influence mechanism,supporting policy,urban location heterogeneity and urban level heterogeneity to ensure a more systematic research conclusion.From the analysis results,this thesis believes that the talent settlement policy have a significant positive impact on the urban innovative capability and the impact is sustainable.Further,innovative human capital is indeed the intermediary of talent settlement policy on urban innovative capability;for supporting policies,subsidy policy are significant,but providing housing and comprehensive welfare policy does not affect the urban innovation ability;from the perspective of urban location,city in central area can get the most wonderful promotion for the urban innovative capability from the talent policy;and from the city grade,new first and third-tier cities can provide significant positive incentives to urban innovation.Meanwhile,the thesis verified the robustness of the model by the placebo test and PSM-DID method.Finally,based on the above research conclusions,this thesis proposes the following three suggestions: First,cities should actively develop and promote talent settlement policies according to local conditions;second,local governments can highlight subsidy policies;third,cities in central area and new first-tier cities should seize the opportunity to develop talent settlement policies to attract talents to achieve innovative development.
