A Study On Grassroots Government Conference As A Governance Mode

Effectively improving the governance efficiency of grassroots governments is an important starting point for comprehensively promoting the modernization of China’s governance system and capacity.As a special landscape of China’s political ecology,conference is not only an important form of governance,but also an essential administrative tool and means.Top-down institutionalized meeting is the basic operation mode of public policy from decision-making to implementation,in other words,the operation mode and process of meeting affect the effectiveness of grass-roots governance.Therefore,how the conference operates becomes an important governance issue that needs to be clarified,and also become the research topic of this paper.This paper’s research object is the Q county government meeting,comprehensively uses indepth interview,case study,field investigation research methods to conduct an inductive study on the types,characteristics and operation process of government meetings.Based on the first-hand data of field research,this paper constructs the analytical framework of conference research from two perspectives of "static" and "dynamic".At the static level,the types and characteristics of Q County government meetings are summarized,and the Q County government meetings are typed and analyzed based on the conference theme as the classification standard.The paper divides the meeting into four types: practical meeting for decision-making and deployment meeting for discussion,ceremonial meeting for decision-making,and ceremonial meeting for discussion,and summarizes the typical operation characteristics of government meeting.At the dynamic level,it mainly summarizes and analyzes the mechanism of the meeting in grassroots government governance.Government meeting that flow in the process of information transmission and power operation contains multiple political implications: the government at a higher level through the conference passed the management tasks and important management information,the government at a lower level in the same meeting to realize the goal of the government at a higher level management concept and management to interpret and plan again,this is actually a kind of information transmission between the superior and the subordinate "code" and "decoding";Grassroots government by a government meeting on the superior spirit will respond with governance requirements,the essence is a kind of "expressions",politics tend to positions of the participants,but also through the meeting to decode the superior government information instruction,will grand the task step by step into executable implementation of specific management scheme,form a "target management".At the same time,the conference embodies the national image and state power through the "ritualized" procedure,emphasizes the spirit of the conference with formal behavior,thus carries out the declaration of legitimacy and the power practice of the current level,and projects the power strategy between the ceremony and the politics of the conference.Finally,taking the actual meeting held by Q County government as an example,the paper summarizes the role of meeting as a means to realize effective governance in the bureaucratic system of government.There are three main forms of meeting governance,namely,the decisionmaking governance meeting relying on the leadership system of the Party committee to make "decision output";Coordinated governance meetings to achieve information transmission between superiors and subordinates and benefit coordination between multiple departments;Mobilizing the attention of government departments,multi-dimensional mobilization to improve the level of attention and promote the smooth implementation of governance tasks.
