Research On The Improvement Of Governance Ability Of Grass Roots Government

Township and sub-district offices,as the most basic level of government in our country,are in contact with the central government and the higher level of government,the lower is the broad masses of the people.The governance ability of the township(Street)grass-roots government has a direct impact on the implementation of the party and state policies and the realization of the well-being of the people.The problems exposed in the prevention and control of the epidemic situation also show that the management of our country’s grass-roots governments can not meet the requirements of being scientific,refined and coordinated,there is still a certain gap with the country’s requirements for the grass-roots government and the people’s expectations of the grass-roots government.Compared with the higher level government,the township(Street)grass-roots government is obviously in the weak link of governance,governance capacity there are many shortcomings and problems.Grass-level government governance is the basic part of national governance.If the foundation is not firm,it will inevitably affect the governance capacity of the whole country.Therefore,the improvement of the ability of grass-roots government governance must make us attach great importance to,and through the improvement of governance ability,constantly consolidate the foundation for the governance of grass-roots government governance.This paper explains the concepts related to the governance capacity of the grass-roots government,and expounds the theory of service-oriented government and the theory of co-governance.Taking the L sub-district office of S province as a specific case,I introduced the general situation of the L sub-district office,personnel organization function setting and function transformation,governance practice and results.L sub-district office in the practice of governance there are some measures worth learning,but also there are many problems need to improve and perfect.This paper analyzes the difficulties of L Sub-district Office in the improvement of low public service ability,lack of crisis response ability,weak policy execution ability,and insufficient self-governing guidance ability for the grassroots masses,and analyzes the causes of the system,mechanism elements and governance main factors.At last,it puts forward reasonable countermeasures and suggestions for the improvement of the governance capacity of the township(sub-district)grass-roots government,through such measures as the reform of system and mechanism,the co-governance of multiple subjects,the construction of talent ranks,Strengthening Supervisory protection and Innovation of information technology enabling governance etc.,we also hope that through in-depth study,we can provide practical operation for 1 sub-district office and other township(sub-district)governments.
