| As an important part of China’s grass-roots democratic political construction system,comprehensive governance at the grass-roots level is being explored and practiced throughout the country,and a variety of models have been formed accordingly.As a pioneer of reform and innovation in China,Zhejiang Province is trying its best to promote a new grass-roots governance model--The General Grid governance.It divides the jurisdiction into several grid-like units according to territorial management,geographical layout and management status quo,and implements dynamic and all-round management for each grid.In this paper,L District of Zhejiang Province is taken as a case study to analyze the problems and optimization schemes faced by the grass-roots government in the process of the general grid governance,with the aim of promoting the better implementation of the general grid governance,involving multiple departments and fields.Based on the emergence and development of grid governance in China,the author uses the theory of service-oriented government and the theory of overall governance,combined with theoretical and empirical analysis,to explain that the staff’s business ability is not high the general grid governance in the L district;Insufficient depth of governance and service fineness;Lack of public participation and recognition.The study concluded that the government information disclosure is not comprehensive;Digital application is insufficient;System mechanism is not perfect,collaborative governance is difficult to achieve and other reasons.Through the above analysis,the author from the point of view of perfecting management mechanism,strengthening the team construction,implementing the management guarantee of L district to provide optimization suggestions for the general grid governance,makes every effort to get through the wall of general grid management,Better promote the model to provide services for the residents.At the same time,it also provides new ideas for improving the comprehensive governance system at the grass-roots government. |
