Research On The Supply Of Rural Governance System Under The Vision Of “Fengqiao Experience”

The focus of modernizing national governance is in the countryside,and the key is in the system.An institution is broadly defined as a set of rules or norms that affect the behavior of individual human beings.It consists of formal institutions(constitution,laws,regulations,etc.)and informal constraints(customs and practices,behavioral norms,etc.)."Effective governance" is the foundation of rural revitalization.To achieve effective governance,an institutional framework system must be built to match the rural society.The regional heterogeneity of rural society is obvious,and only by building an institutional system that integrates the top-down formal system and the bottom-up informal system can we ensure the effectiveness of the institutional supply of rural society.The "Fengqiao Experience" creates a complete institutional resource for rural social governance by uniting the top legal system and the bottom social norm system.This article consists of four main parts: First,the theoretical research part.Based on the relevant social background,the purpose and significance of the selected topic are presented,and the theoretical basis of this study is consolidated through a summary and review of domestic and international literature.Second,the study of village governance function of formal and informal institutions.The governance system of rural society is composed of formal institutions such as the constitution,laws and regulations,departmental rules and regulations,party internal regulations and important party meeting documents,and informal norms such as village rules and regulations and association constitution,which are formed from the bottom up.This section analyzes the institutional form and governance value of rural society from both top-down and bottom-up perspectives.Third,the empirical consideration research part.Shuanghe town of Jinzhai County was selected for the research,and through the distribution of questionnaires,the current situation of rural social system supply was analyzed,the dilemma faced by the development of rural social system was interpreted and construction suggestions were made.Finally,based on the governance wisdom of " Fengqiao experience",we analyze how to build a system of rural social governance system with the benign operation of formal system of jurisprudence and informal system of custom,so as to build a rural governance pattern of common construction,common governance and sharing.
