| The Fourth Plenary Session of the 19 th CPC Central Committee proposed to promote the modernization of national governance system and governance capacity,and make new strategic deployment for the long-term planning of national governance in the new era from "what to adhere to and consolidate,what to improve and develop".As the basic link of national governance system,rural governance is related to the realization of rural civilization,social stability,industrial development,people’s prosperity and other expectations of the times.Improving rural governance capacity,Governance Legitimacy and governance efficiency is of great significance to realize the modernization of national governance,maintain social stability and promote economic and social development.Based on the concept of "co construction,co governance and sharing" of "Fengqiao Experience" in the new era,relying on the governance theory and combining with the current situation of rural governance development in Zhuanghe City,this paper is committed to exploring the elements and relationships of rural governance innovation,so as to help promote rural governance innovation.Through the practical investigation of Zhuanghe,this study integrates the data collected on the spot into three typical cases of rural governance in the city,and uses the methods of literature review,interview and case analysis to analyze the rural governance ability and governance efficiency,governance ability and Governance Legitimacy,governance efficiency and governance efficiency From the perspective of the interaction of Governance Legitimacy and governance efficiency,this paper carries out theoretical analysis,innovative research and practical exploration on the innovation process of rural governance modernization in Zhuanghe.Based on the experience of Fengqiao in the new era,this paper makes an in-depth comparative analysis of the rural governance cases in Zhuanghe City,and points out that there are some problems in the rural governance objectives of Zhuanghe City,such as deviation,insufficient system execution,and insufficient social participation,etc,It also discusses the path of rural governance in Zhuanghe from the aspects of strengthening the "co governance" ability of social stability,the "co construction" ability of economic development,and the "sharing" ability of people’s livelihood security.Based on the analysis of this path,the paper puts forward an innovative way of deep integration with specific practices of governance capacity,governance legitimacy,and governance effectiveness to resolve conflicts and disputes,strengthen economic and social development,and improve people’s livelihood security.On the one hand,it proposes an innovative approach to rural governance in Zhuanghe Innovation enlightenment,on the other hand,provides a reference for other regions to carry out rural governance innovation,which is conducive to improving the efficiency of rural governance and assisting the process of rural revitalization. |
