Zibo Xuxie Village Operation Performance And Promotion Strategy Of Rural Community Governance Model

Community is the most basic unit for the government to provide services to the public.Since November 2000,China’s community construction has been fully launched,and community governance has entered a new stage;The concept of "social governance" was first put forward in the report of the Third Plenary Session of the 18 th CPC Central Committee;The 19 th National Congress of the Communist Party of China put forward the grass-roots governance concept of "sharing,CO governance and co construction of social governance pattern".All provinces and cities have explored community governance based on their own development reality,and community governance and construction have set off a climax."Agriculture is the foundation of our country." The issue of agriculture,rural areas and farmers is a fundamental issue related to the national economy and the people’s livelihood.For rural communities,the key factor determining the efficiency of governance lies in the governance ability,and the modernization of rural community governance directly plays a decisive role in the process of governance modernization in China.As a traditional industrial city,Zibo’s built-up area accounts for only 6% of the city’s total area,and the development speed of rural communities is relatively slow.In recent years,with the emphasis on improving quality and efficiency in urban development,rural residents have more personalized needs in community governance,which promotes the community to explore a governance model suitable for their own development.As a typical representative of rural communities,Xuxie village implements the rural community governance mode of "party building guidance,one network,three links and all staff governance",realizes the "butterfly change" of the "weak and lax" village,and becomes a strong village with strong team,good village appearance and rich collective economy.The relevant rural community governance experience of Xuxie village has been approved by the main leaders of the provincial and municipal Party committees as a typical promotion.Therefore,this paper takes Xuxie village in Huantai County as the research object,and analyzes the community governance performance of Xuxie village under the guidance of residents’ satisfaction.The test of Xuxie village’s community governance ability mainly starts from the five dimensions of ecology,culture,politics,society and economy,and selects 11 secondary indicators of people’s life,industrial development,autonomy participation,democracy and rule of law,village ethics,science and education development,social security,public services,environmental protection and ecological construction,as well as 34 tertiary indicators closely related to people’s life for performance evaluation.Through the coefficient of variation method,the weight of each index is calculated,and it is analyzed that there are some problems in the process of community governance in Xuxie village,such as insufficient driving force of community economic income increase and weak willingness of community residents to participate in governance.In this regard,it is proposed to improve the refinement level of grid management and absorb social organizations to participate in community governance.At present,the community governance performance improvement strategy proposed in this paper has been applied to the practice of community governance in Xuxie village,and has achieved certain results,which not only promotes the development of community governance in Xuxie village,but also provides experience that can be copied and used for reference for rural community governance in Zibo City.
