| With the rapid development of Chinese economy and society,the national High-tech zone has emerged.It is a new exploration in the reform of the public management system.Its fundamental purpose is to “develop high technology and realize industrialization”.It has made remarkable achievements in promoting economic development,improving the entrepreneurial environment,enhancing innovation capabilities,promoting the reform of systems and mechanisms,and cultivating emerging industries.It has successfully explored a path of innovation-driven development with Chinese characteristics.However,with the passage of time and the changes of the social environment all over the world,the development of the national High-tech zone is facing new challenges such as the continuous expansion of the field of competition,and the urgent expansion of the administrative field.Therefore,breaking through the obstacles of the original management system as soon as possible under the new situation of economic development has become the key to high-quality development of the national High-tech zone.This thesis,taking Zaozhuang national High-tech industrial development zone as the research object,explores its “management committee plus corporatization”mechanism,taking the new public management theory,holistic governance and good governance as the theoretical basis for the theoretical basis,by analyzing the background and status quo of the management committee and corporateization management mechanism of Zaozhuang national Hi-tech industrial development zone,thus summarizes its five mechanism advantages.On this basis,elaborating the outstanding problems such as the evaluation system needs to be improved,the construction of talent team needs to be strengthened,person-post matching needs further precision,the momentum for reform needs to be further strengthened,then sorting out the specific reasons for the problems such as imperfect policy supply,the unoptimized way of talent introduction,unscientific and unreasonable post setting,unsound style of thinking.Finally,by absorbing and learning from the successful experience of the reform of the domestic pioneer national High-tech zone,it puts forward countermeasures to optimize the management committee and corporateization management mechanism of Zaozhuang national Hi-tech industrial development zone,such as clarifying the strategic positioning and building mechanisms around goals;improving policy support and continuously optimizing the management environment;giving full play to the advantages of reform and promoting the efficient development of industries;adhering to the performance-oriented and strengthening the management performance review of Zaozhuang national Hi-tech industrial development zone;paying attention to the construction of talents and optimizing the staff team structure of Zaozhuang national Hi-tech industrial development zone.This study provides a strong theoretical and practical foundation for Zaozhuang national High-tech industrial development zone to accelerate the construction of new industrial zones for innovation,entrepreneurship and wealth creation,and can also guide the reform of the management mechanism of other national High-tech zones to a certain extent. |
