As the region with the most intensive innovation resources,the most concentrated high-tech industries and the most superior innovation ecology in China,the National high-tech Zone has created about 13% of the national GDP with less than 1% of the land area,and has an important strategic position in economic development.In the new stage of development,China’s economic development has changed from pursuing "high speed" to paying attention to "high quality",and high-tech zones have also moved from "second entrepreneurship" driven by land policy elements to "third entrepreneurship" driven by innovation.With the constant changes and adjustments of external environment,functional positioning and jurisdiction,There are some problems in function allocation,management system and operation mechanism of high-tech zones,which need to be optimized and adjusted.Based on Changsha high-tech zone as samples,this paper tries to Changsha high-tech zone under the new stage of development the visual Angle of mission,based on the reform of the system of the supply-demand dynamic equilibrium,to study and put forward the direction of the management system reform,Changsha high-tech zone for high-tech zone to meet the needs of the situation under the new stage of development goals and tasks and their own development,exploration of building strong system guarantee.Following the thinking of "why to change,what to change and how to change",relying on the theory of institutional change and the new public service theory as the theoretical basis,combined with the mission requirements given by the country and provinces and their own development goals and tasks,through the analysis of the status of the management system reform of Changsha High-tech Zone,Found and Changsha high-tech zone is put forward the current problems existing in the operation process of management system,analyses the reason,and reference to domestic and foreign high-tech park in the reform of the management system of the successful experience of practice,study and put forward the Changsha high-tech zone institutional reforms to follow the "unity,lean and efficient" organizational principle and the implementation of "small organization,big service" principle,In accordance with the goal of "strengthening mission responsibility,highlighting functions and responsibilities,transforming service concepts,and focusing on market leadership",it explores the construction of an administrative system of "economy + science and technology","investment + service","development + construction",and "society +governance" with "separation of primary and secondary functions,clear powers and responsibilities,two-level operation,and downshifting of the focus of gravity.Specific suggestions are given from the aspects of clarifying the legal subject status,optimizing institutional setting,market-oriented operation reform,talent management mechanism,etc.,which provide useful reference for exploring and studying the direction of park management system reform in the new development stage.
