| Since China began to explore the development mode of high-tech industrial parks in the1990 s,more than 160 high-tech industrial parks have sprung up across the country,which has become an important driving force for China’s industrial scientific and technological progress and economic innovation and development.At present,China’s high-tech zones have entered a new stage of "innovation driven high-quality development".The new era and new positioning put forward higher requirements for the development of national high-tech zones.After more than 30 years of construction and development,Zaozhuang High tech Zone has become an important support for the rapid development of regional economy in Zaozhuang City and even southern Shandong Province,and has an important economic position.With the constant changes of international and domestic situations under the new normal,Zaozhuang High tech Zone has been carrying out continuous reform and innovation.The key is to abandon the old management mode and create a new management mode to adapt to the current situation of the social development of the High tech Zone,so as to achieve high-quality development.This paper takes the construction of the management mode of "management committee+corporatization" in Zaozhuang High tech Zone as the research object,and takes the principal-agent theory,the mixed management theory of government and enterprises,and the theory of multiple governance as the theoretical basis.First,it summarizes the old management mode of Zaozhuang High tech Zone and its shortcomings,and explains the inevitability of Zaozhuang High tech Zone to promote the management mode of "management committee+corporatization".Secondly,it combed the current situation of Zaozhuang High tech Zone in promoting the construction of the "management committee+corporatization" management mode,mainly including the development process,construction objectives,basic content,main ways and basic achievements at this stage,and tried to show the whole process in more detail.Then,it points out the problems and reasons existing in the process of promoting the construction of the management mode of "management committee+corporatization" in Zaozhuang High tech Zone.The outstanding problems are shown in the following aspects: insufficient coordination of management resources,low efficiency of streamlining and overstaffing of institutions and departments,inadequate coordination between government and enterprises,and weakening of the functional advantages of the company’s original approval resources;The main reasons are that the management resource planning relies too much on the original path,the organizational structure is not streamlined enough,the boundary between the management committee and the company is not clear,and the company is integrated into management to increase control difficulty.Finally,in view of the existing problems,we put forward corresponding countermeasures and suggestions from four aspects: optimizing the implementation path of resource management coordination,increasing the streamlining of organizational structure,refining the coordination mechanism between the management committee and enterprises,and appropriately strengthening the functional advantages of the company’s approval resources,so as to help the development of the "management committee+corporatization" management mode of Zaozhuang High tech Zone,and promote the industrial upgrading and sustainable economic development of the High tech Zone.Based on the actual situation of Zaozhuang Hi tech Zone,this paper provides a strong theoretical and practical basis for accelerating the construction of an industrial new zone of innovation,entrepreneurship and wealth creation,and to a certain extent,it can also guide the innovation and reform of management methods of other countries’ high-tech zones. |
