| China’s high-tech industrial development zone(hereinafter referred to as "high-tech zone")has been established since 1988,has now gone through over 30 years.As the gathering place of high technology industry,Chinese high-tech zone has not only made remarkable achievements in the national economic and social construction and innovative development of science and technology,but also,as the product of the national economic and technological system reform,has made important progress in the exploration and innovation of management system.Especially for the district and city departments to deal with the relationship between the government and the market to provide the first trial experience.We can say that high-tech zones not only play a radiating role in technology and economy,but also play a leading demonstration role in management system.In 2020,the State Council on promoting the development of national high-tech industrial development zone high quality several opinions to the national high-tech zone as "innovation driven demonstration zone" and the development of "quality first" area,it marks,in our country into a new stage of "innovation drive high quality development",after the new era,our country high-tech zone will now They should be given new requirements and play a bigger role in leading the country’s scientific and technological innovation,further promoting the high-quality development of high-tech industries across the country,and comprehensively deepening the reform of the management system.After more than 10 years of construction and development,Yinchuan National High-tech Industrial Development Zone(hereinafter referred to as "Yinchuan High-tech Development Zone")has gradually become an important support for the rapid economic development of Yinchuan City and even Ningxia Hui Autonomous Region.At the same time of development,also began to face "growing pains".In view of the contradictions in the development,Yinchuan High-tech Zone and the local government have gradually realized that the "development pains" of the high-tech zone come from the problems in the management system.Based on the new public management theory as the theoretical basis,using the research method of literature analysis and field research in yinchuan high-tech zone since 2018,on the basis of the management system reform process and the results will be appeared gradually since the reform of management system of yinchuan high-tech zone,summarized the problems and reasons of analysis and targeted puts forward some Suggestions of improve yinchuan high-tech zone management system problems:First,to fully implement the management function of the management committee;Second,we should optimize the financial budget system and strengthen the management effectiveness of the coordination area.Third,we should perfect the government coordination mechanism and establish the benefit sharing system;Fourth,to build a professional and market-oriented public service system;Fifth,independent and flexible personnel and salary mechanism should be established.Through the above research,we hope to provide inspiration for the further optimization of the management system of Yinchuan High-tech Zone,and contribute to the early play of the role of Ningxia capital high-tech zone. |
