Research On The Optimization Of Government Functions In The Development Of Tongshan District Industrial Parks

As China’s economic development has entered a new era,governments all over the country are exploring the use of industrial parks to gather advantageous industries,build industrial chains,improve the average output value per mu and drive the development of regional comprehensive economic strength.Under this trend,how to give full play to government functions tor serve the economic development of the park better is an important issue faced by local governments.Tongshan District is located in Xuzhou City,Jiangsu Province.It has obvious geographical advantages.Its industrial parks,although there is a certain foundation,but also faces the practical problem of insufficient support from the transformation and upgrading of traditional industries and the development of strategic emerging industries.To varying degrees,there are problems such as insufficient economic benefits and poor industrial agglomeration effect.Government functions in the development of industrial parks need to be further optimizedBy using the theory of industrial agglomeration,government intervention,the service-oriented government and other theories,and using literature research methods,survey research methods,comparative analysis methods and other research methods,the thesis sorts out the status quo of the implementation of government functions in the development of Tongshan District industrial parks from four aspects:development planning,policy support,market order,and public services.The thesis also evaluates the performance of the current government functions.This thesis analyzes the problems existing in the performance of government functions in the development of Tongshan District industrial parks from the aspects of overall planning of the park,public service provision,business environment creation and government function orientation.It is believed that the main factors causing the problem are the insufficient strength of the government macroeconomic regulation and control,the insufficient support of resource allocation,the lack of scientific supervision and retrospective evaluation mechanism.Based on the advanced experience of Suzhou Industrial Park in the same province and Ruhr Industrial Park,the thesis puts forward four optimization suggestions: first,strengthening the industrial development planning of the park;Second,reforming the management mechanism of the park;Third,improving the level of public service guarantee;Fourth,enhancing the ability of innovation.
