Research On The Government Functions In The Industrial Transformation And Upgrading Of Donghuan Street In Xuzhou City

In the process of promoting the transformation of economy to high-quality development and building a modern economic system,the transformation and upgrading of industry is of great significance.The transformation and upgrading of industry should firstly be realized in developed areas with high industrial concentration,and its success is directly related to the overall situation of economic development and China’s future.In this process,it is crucial to determine the position,functions,and behaviors for the government as an important political actor.In recent years,domestic academic research on the functions of local governments in promoting regional industrial transformation and upgrading is mostly at the macro level and meso level.However,with the rapid development of the economy,the economic volume and scale of some grass-roots administrative areas in developed regions--townships(streets)have made a qualitative leap.The urgency and importance of their industrial transformation and upgrading cannot be ignored as well.Therefore,taking the developed regions as a perspective,especially the streets with developed industrial economy as the main characteristics,we analyze the new background,new connotation and new characteristics of their regions’ industrial economic development,reveal the new contradictions and new problems,and then explore the government measures to promote industrial transformation and upgrading.This can not only enriches the theoretical study of government functions in regional industrial transformation,but also provides practical reference for the industrial transformation of other grassroots regions.This thesis uses the theoretical knowledge of Industrial policy and new public services and takes the industrial “strong street” Donghuan Street Office in Xuzhou Economic Development Zone as an example.We comprehensively understand the current situation of its industrial development and transformation and upgrading,analyze the problems that hinder its further transformation towards industrial modernization,and explore the reasons behind the problems at the government’s own level.Finally,on the basis of the advanced experience of Meicun Street in Wuxi city and Dongguan’s professional towns with relatively successful industrial transformation,we proposed countermeasures and suggestions for the local government to promote the transformation and upgrading of street-level industries in four aspects: promoting institutional reform and innovation,creating an innovation-led industrial ecology,cultivating,developing new dynamic energy and promoting the deep industry-city integration and development.This thesis has 52 references.
