| As a unique form of economic organization in the urban economic structure,industrial parks are important carriers for concentrating production factors,promoting the optimization of industrial structure and the development of industries with regional characteristics,it is also an important platform for promoting industrial technology innovation and upgrading,cultivating emerging industries and optimizing the development of industrial chain.Industrial Parks are playing an increasingly important role in local economic development,but the problems that it shows are not to be belittled: the outstanding environmental protection problems,the low level and quality of Attracting Investment,the unsound public infrastructure,the low service quality of the park,the low utilization rate of resources,the insufficient industrial agglomeration and so on.From the point of view of the development of the park itself,industrial transformation and upgrading are needed.From the point of view of government function,it is necessary to reform the leading role of government in industrial parks and put forward more feasible and reasonable measures to promote the long-term development of industrial parks.In this paper,Qingpu industrial park is selected as the research object,combined with a large number of literature,on-the-spot visit to Qingpu Industrial Park,interview the leadership team of Qingpu Industrial Park,collect relevant materials of the functional departments such as development and reform,industrial information,environmental protection,science and technology,and Statistics,and analyze the current situation and existing problems of Qingpu industrial park,this paper makes full use of the theory of public management to study the government behavior in the process of industrial upgrading,points out the problems and shortcomings,analyzes the deep-seated reasons,and puts forward the reasonable countermeasures according to the theoretical guidance. |
