Nearly 40 years of reform and opening-up,the economic development of China is far more than the world expectations,the industrial economic development provides an important support for the China's economic.At present,China's industrial economic has been in the middle and late industrialization,and this phase will last for a long period of time,the resulting industrial problems are increasingly prominent.Therefore,central the government proposed to take a new road to industrialization,and in 12 th Five-Year the industrial transformation plan emphasizes to accelerate industrial upgrading and transformation is the key to change the mode of economic development of our country,is a fundamental requirement to go China features of the new road to industrialization,but also realize the transformation of industrial power to industrial power the only way which must be passed,so the industrial transformation and upgrading of local government is an important subject of study.Fengxian district is located in the outer suburbs of Shanghai,the industry is still the leading industry of the regional economy.In much starker choices-and graver consequences-in planning of Shanghai no less than 25% of the total manufacturing in the city.For this goal,bearing the Shanghai fengxian area as one of the key industrial development zone,will have a major challenges and opportunities.The district government how to do a good job of industrial transformation and upgrading,make industry achieve corner overtaking,spanning development,it is the purpose of this study.There are six parts in this paper.The first part is introduction,which explains the background and purpose of the research,and introduces the ideas and methods of the study.The chapter,the first chapter is the relevant concepts of industrial transformation and upgrading of government functions and theoretical basis;the second chapter is the analysis of Fengxian District present situation and the problems of government function transformation and upgrading of industry;the third chapter analyzes the causes of the plight of industrial transformation of the government functions;the fourth chapter gives the night of government functions to promote industrial upgrading transformation countermeasures and suggestions: one is to establish a multi sectoral linkage mechanism,the establishment of industry information platform and optimize the enterprise service platform to improve the ability of government services;two is to focus on leading industry to provide policy,establish policy evaluation mechanism and strengthen industrial investment entities to provide government support clear industrial orientation;three is to strengthen the supervision to guarantee the industrial resources to clear government supervision the responsibility and increase efforts to clean up the land and industrial enterprise development system at.Finally,the conclusion summarizes the research of the thesis.The conclusion,this paper to promote the improvement of the industrial transformation and upgrading the functions of the government pay more attention on practice,the maneuverability is strong,some work in the district is developed,and the good results have been achieved.Therefore,this paper has some reference value for the government in the area of fengxian district and industrial development.
