Research On The Government Functions In The Industrial Transformation And Upgrading Of F City

Industrial transformation and upgrading are the key to accelerating the transformation of economic development methods,and it is also the fundamental requirement for taking a new type of industrialization.Local governments play a vital role in promoting industrial transformation and upgrading.How to rationalize the relationship between the government and the market,make the market play a decisive role in the resource allocation,play the role of the government in a better way and clarify the positioning of government functions and build a limited and conditionally active government has also become a topic worthy of in-depth discussion.This article takes industrial transformation and upgrading as the research carrier,and uses F as the research object to discuss how to give full play to government functions and actively promote industrial transformation and upgrading.The F City has started the industrial development in an early stage.With years of development and perfection,a solid industrial foundation has been laid with a complete industrial categories and perfect industrial systems,taking a very important strategic status in the industrial economy of the entire region.However,F City is still facing a lot of problems during the industrial transformation and upgrading,such as the single industrial structure,the lack of high value-added products,the shortage of high-tech,etc.It’s urgent for F City to change from labor-intensive and resource-consuming to technological progress and innovation-driven transformation,from extensive growth and extension expansion to intensive agglomeration and connotation improvement during the industrial development.Therefore,it is also a development issue to be solved by the F City municipal government on how to give full play to government functions and actively promote industrial transformation and upgrading.Based on the theory of government’s economic functions and the theory of government’s intervention,this paper adopts the interview methods as well as the case analysis method to analyze the functions of the F municipal government in promoting industrial transformation and upgrading,summarize the achievements of domestic and foreign scholars and experts,clarify the definitions of industry,industrial transformation and upgrading,and government’s economic functions.Through the analysis of current industrial development in F city,this paper elaborates the measures taken by F city,the achievements and the remaining deficiencies during the industrial transformation and upgrading.All these deficiencies prove that the government still faces many problems in performing the functions,such as the lack of planning,insufficient guiding role in technological innovation and public platform construction,low efficiency of resource allocation.These problems have become the factors preventing the industrial transformation and upgrading,and it shows that the F municipal government cannot better perform its functions.Through detailed analysis,this paper points out that the root causes are the deviation in planning and guidance of industrial transformation and upgrading,the inadequate reform of resource allocation,the lack of guidance in the assessment indicators for industrial transformation and upgrading,the poor inter-department coordination mechanism.In the last part,this paper summarizes the countermeasures and suggestions for the F city to better play the government functions in the industrial transformation and upgrading based on the analysis of the reasons,that is,the government should perfect the planning of industrial transformation and upgrading,provide guidance with technological innovation,create a soft environment for industrial transformation and upgrading,take measures such as improving the efficiency of government services to better exert government functions.
