Research On Internet Plus Government Service In Lianshui County

"Internet + government service" is the development direction of government service at present and for some time in the future.It can promote the improvement of the quality and efficiency of public services and the ability of government governance by innovating the way of government service,strengthening the coordination and linkage of ministries and departments,and promoting the reengineering of government process.In recent years,Lianshui county has actively complied with the "Internet +" situation,and has made innovative explorations in the "Internet +government services" in accordance with the requirements of higher authorities.It has opened a "network" of government services and constructed a convenient service platform,prompting governments and departments at all levels to make full and full online in the government service network,and constantly promote the comprehensive development and upgrading of Internet plus government services.However,there are many problems in the actual operation process,which need to be solved quickly.Taking Lianshui County as an example,using the theory of service oriented government,the theory of innovation and development,the digital governance theory,etc.,based on the pilot work of Lianshui county’s "Internet plus government service" reform,this paper finds that Lianshui county has all the administrative approval matters,public service items,public resources transaction items,and livelihood issues of the whole county based on the Internet plus government service platform.All government website management matters are open,transparent,standardized and fast online,forming a smart "big network" system with unique Lianshui characteristics,building a county-level government service center with high standards,vigorously promoting the reform of administrative examination and approval system around "35745" and actively promoting the construction of "one network".However,there are also some problems in the implementation process: first,the construction level of government service standardization is not high enough;second,the function construction of online service hall is not perfect;third,obstacles in promoting data sharing;fourth,there is insufficient interaction with the public;Fifth,inadequate information security.The main reasons are: first,the awareness of public service is not high enough;second,the lack of perfect top-level design;third,the restriction and influence of system and mechanism;fourth,the relevant support is not in place;fifth,the mechanism of public participation is not perfect.Therefore,this thesis puts forward optimization suggestions from Comprehensively Strengthening the top-level design,standardizing the construction of government services,paying attention to the development and utilization of information and data,optimizing the construction of online "office hall",enhancing the awareness and ability of public participation,and strengthening relevant support.
