The Study Of "Internet + Commercial Administrative Approval" From The Perspective Of Service-oriented Government

"Commercial administrative examination and approval refers to the application submitted by natural persons,legal persons,and organizations without legal personality engaged in business activities for the purpose of profit within China to the commercial administrative examination and approval department in accordance with the territorial principle,in order to establish registration,change registration,or terminate the qualification of commercial subjects,and the administrative examination and approval department determines whether the examination and approval has been passed,while recording the specific items approved.",A series of comprehensive behaviors that are archived.The function of commercial administrative examination and approval has a two-way nature,which is manifested not only in the confirmation of the qualification of commercial subjects by the government,but also in the functional embodiment of the performance of government functions by commercial subjects.After examination and approval,commercial entities have the legal capacity for commercial rights and commercial conduct,which not only protects the legitimate business activities of commercial entities,but also facilitates government supervision and management,and maintains a good socio-economic order.Commercial administrative examination and approval is the backbone of administrative examination and approval,an important breakthrough in administrative examination and approval reform,and an important entry point for streamlining the relationship between the government and the market,as well as between the government and society.It has a decisive impact on lowering the market access threshold and stimulating economic vitality.Since the Second Plenary Session of the 18th CPC Central Committee in 2013 proposed the reform of commercial administrative approval,the reform of commercial administrative approval has gone through 10 years,and China has entered the era of "Internet plus+commercial administrative approval"2.0.The reform of "Internet plus Commercial Administrative Approval" has blossomed all over the country.As a typical reform in this field,Zhangqiu District of Jinan City has strengthened the deep integration of commercial administrative approval and the Internet,combined with the regional economic development trend,optimized the process,innovated the technology,and improved the service,and committed to building the brand of "the best waiter in the province".However,in the process of "Internet plus+Commercial Administrative Approval",there are both opportunities to improve quality and efficiency,and challenges of blocking points.From the perspective of service-oriented government,supported by holistic government theory,government process reengineering theory,and new public service theory,this paper combs the construction process of"Internet plus+Commercial Administrative Examination and Approval" in Zhangqiu District,taking"Internet plus"as the starting point,and analyzes the main changes and achievements of commercial administrative examination and approval before and after the reform in Zhangqiu District.Through semi-structured interviews,questionnaires and other methods,this paper studies the key and difficult issues concerned in the reform of "Internet plus+Commercial Administrative Approval" from the perspective of commercial subjects,administrative approval related personnel and staff of other departments,and finds that there are problems such as imperfect platform functions,poor sense of certification experience,hidden dangers in information security,gaps in data sharing,etc.Based on in-depth analysis of these issues,it is proposed to optimize from four aspects:upgrading the registration process of the government affairs platform,consolidating the foundation of e-government services,promoting the institutional protection of the online platform,and improving the information coordination and sharing mechanism.Although many problems in the reform process of "Internet plus Commercial Administrative Examination and Approval" in Zhangqiu District are difficult to be completely solved in a short period of time,and quickly achieve efficiency and convenience,through continuous research and effective analysis of the problems in the reform,targeted countermeasures and suggestions will certainly improve the networking,facilitation and efficiency of commercial administrative examination and approval in Zhangqiu District,At the same time,it provides replicable and referential experience for improving the efficiency of commercial administrative approval in other regions.
