Research On The Reform Of Administrative Examination And Approval In G City Under The Background Of “Decentralization Supervision And Service”

The reform of "decentralization,regulation and service" is an important measure to comprehensively deepen the reform in an all-round way in our country,and it is a self-revolution with an inward edge that reshape the relationship between the government and the market.Under such a background,S province began to explore the reform of administrative examination and approval.As the first bureau of administrative examination and approval in S province,G City Administration of Administrative Examination and Approval Service conducted systematic reform first,leading the whole province.Taking G City of S Province as an example,based on literature analysis,field research and systematic theoretical analysis,this paper analyzes and studies from three aspects: streamlining administration and delegating power,combining decentralization and regulation,and optimizing service.It believes that G City has carried out exploration on "one seal management approval","Six one" integrated reform,"separation of license and license" reform,etc.,to build a pilot project,and explore three-level linkage and decentralization of power to the grassroots.We have standardized the approval process,created an "unproven city",strengthened supervision on all sides,innovated ways of providing services,and made use of the "Internet plus government services".These measures have made it easier for people to handle government affairs,stimulated market vitality,and improved the business environment,with initial results.However,due to the excessive supply of policies,lack of supporting systems,staff attention to supervision is not enough,not strong sense of purpose,insufficient training,fewer incentive measures and other factors,there are still different standards of decentralization,lack of supervision,staff quality is not high,poor service attitude and other problems.In order to promote the reform of administrative examination and approval in G City better,this paper proposes that the government of G City should keep up with the pace of the central government,carry out quasi-reform situation,carry out horizontal and vertical coordination in the decentralization of power,constantly cultivate market players,explore supporting guarantee mechanism,let "release" and "management" promote each other,realize multiple supervision,and carry out regular training,improve the assessment system and other measures.Promote the staff to establish a sense of purpose,improve the level of service,in order to achieve the goal of deepening the reform.
