Studyonthe Reformof Integrated Government Servicein Dongping County

Changing government functions and improving service level are the essential requirement of building a service-oriented government.In order to continuously enhance the business conditions,the government functions are gradually transformed from management to service,and the people’s expectation of government service is higher.Integrated government service is a direct reflection of the transformation of government functions,a new path of innovative examination and approval services,and an important measure to optimize the business environment,which can effectively reduce administrative costs and enhance service efficiency,provide more convenience for enterprises and the masses.For carrying out the reform of the administrative examination and approval system,in December 2018,Dongping County took the lead in establishing an administrative examination and approval service bureau throughout the city,implementing a new model of "One seal for examination and approval",and continuously improving its services,the degree of integration has gradually increased,and many experiences have been accumulated since the operation,but some problems have also been found.This paper introduces the background and objectives of Dongping County’s integrated government services reform,and reviews the history,contents and achievements of the reform,this paper analyzes on the difficulties faced in the reform,such as the imperfect infrastructure,the imperfect government service system,the imperfect information sharing,the imperfect mechanism of the connection between the examination and administration,the insufficient strength of the examination and approval,etc.,and corresponding to the existence of the reasons for the plight of the in-depth analysis.Based on the experiences of some advanced counties and districts,this paper puts forward some countermeasures and suggestions for deepening the reform of integrated government service by applying the service-oriented government theory,new public service theory and whole government theory,first of all,it is necessary to practice the people-centered reform concept,second,it is necessary to strengthen the vertical government service system construction and horizontal coordination mechanism,third,it is necessary to strengthen the internet thinking to strengthen the construction of smart government affairs,strengthening information sharing and finally strengthening the supply of human resources,especially professional examination and approval service personnel,so that the masses have more,more direct and more experiential sense of gain and happiness,for the grass-roots integration of government service reform to provide reference and reference.
