Research On Existing Problems And Countermeasures Of Administrative Examination And Approval System Reform In Jintang County,Sichuan Province

Administrative examination and approval is an effective way of social resources allocation and social public relations in our country.Administrative examination and approval is an important means for the government to adjust social resources allocation and deal with social public affairs.It is of great significance to the social development of our country.Since 2001,the central and local governments have carried out a number of reforms of the administrative examination and approval system,with fruitful results in streamlining the items for examination and approval and the power of examination and approval at lower levels.However,in the process of reform,there is too much emphasis on reducing quantity,and the quality has not been significantly improved.There are still drawbacks such as wide scope of examination and approval,cross-examination and approval,complicated procedures,and emphasis on examination and approval over supervision.There is still plenty of room for reform.In this thesis,by analyzing the problems in the reform of Jintang county of Sichuan province and the reasons,the existing problems are analyzed,and draw lessons from the experience of domestic advanced areas,while looking for weaknesses,focus on board concerns of the masses,intensify supervision,etc.,for the reform of the Jintang county to provide effective Suggestions and helps us to better understand the connotation of the examination and approval system,clarify the reform direction and purpose,We will continue to enhance people’s satisfaction and sense of gain.With the help of the whole government theory as an analysis tool,this thesis analyzes the compatibility between the whole government theory and the research on examination and approval system reform,and constructs an analysis framework from four dimensions: value orientation,organizational structure,operation mechanism and technical means.According to the ideas of raising,analyzing and solving problems,Jintang county in Sichuan province is taken as the research sample.Through studying the basic process,main content and current progress of its reform,literature research,comparative analysis,interview research and other methods are used.It analyzes the problems highlighted in the reform process,such as low approval efficiency of some items,poor cross-department operation,insufficient supervision,and "information island" phenomenon,and finds out the causes of these problems by analyzing them one by one.By comparing the advanced experience and practice of other regions in China,this paper puts forward improvement measures such as improving efficiency,innovating supervision methods,strengthening the coordination between departments and breaking through data barriers.In Jintang county of Sichuan province as the research object,this thesis investigates the present conditions of the Jintang county administrative examination and approval system reform at present the comprehensive analysis,and puts forward feasible according to the current problem solution,the purpose is to make a further perfection of Jintang county administrative examination and approval system,and its theoretical and generalization,and helps us to better understand the connotation of the reform,improve the efficiency of the service,And provide reference for other regions.
