Social co-governance is an innovation of governance theory in the process of localization in my country,which enriches the theoretical system of governance and deepens the pattern of social governance in my country.The sudden outbreak of the new crown pneumonia epidemic in 2020 was quickly characterized as a major public emergency.How to effectively manage the menacing epidemic has posed a major problem to the main body of social governance in our country,and also posed a great challenge to our governance system.In this epidemic,social governance entities represented by various charitable organizations went deep into the front line of prevention and control,participated in the response in flexible and diverse ways,formed a social cooperation action network,and demonstrated the power of social cogovernance.However,at present,there are few studies on how to analyze how the social co-governance mechanism is formed in the epidemic with charitable organizations as the starting point.However,in this epidemic,the huge energy of charity is obvious to the whole society.Therefore,the research will focus on how charitable organizations participate in the co-governance of the epidemic,and analyze the micro-co-governance mechanism between charitable organizations and other actors such as the government,enterprises,and other social organizations.Specifically,the research divides the epidemic situation into stages based on the "crisis life cycle theory",takes the "actor network theory" as the theoretical analysis framework,and based on the qualitative comparative analysis method of fuzzy sets,to explore the role of charitable organizations as the core actors.period,continuation period,and healing period”,how to form with other actors such as the government,enterprises,other social organizations,and the public through the “translation mechanism” of actor network theory—“problemization,benefit granting,recruitment,and mobilization” Finally,the epidemic,official charitable organizations were“absorbed by the administration”,that is,the activities,resources,and channels of charitable organizations were integrated by the government as a whole,and they participated in the co-governance of the epidemic from top to bottom;nongovernmental charitable organizations showed “embedded governance”.A "type" cogovernance mechanism is embedded in the implementation of government policies in terms of providing social resources,public services,and enhancing its own external legitimacy.efficient sequence.During the continuation of the epidemic,official charitable organizations have demonstrated an "adaptive and cooperative" co-governance mechanism,that is,they can actively participate in the co-governance of the epidemic from the organizations.During the recovery period of the epidemic,official charitable organizations mainly displayed a "central hub-type" co-governance mechanism.Official charitable organizations acted as a central hub to carry out vertical and horizontal linkages.They paid more attention to the realization of organizational functions.Vertically,it mainly seeks government financial support,and horizontally,it actively seeks cooperation with other social organizations,and at the same time mobilizes the participation of the general public and market enterprises;non-governmental charitable organizations show an obvious "self-organized governance" co-governance mechanism,which is deeply In social governance,a wide range of trust mechanisms,reciprocity mechanisms,reputation mechanisms and supervision mechanisms are formed with the public,enterprises,and other social organizations,which are expressed as horizontal network connection mechanisms and promote social integration.From the results of the microscopic co-governance mechanism displayed in each life cycle of the epidemic,it can be seen that the co-governance mechanism of charitable organizations participating in the response to the epidemic not only shows traditional exogenous governance and traditional endogenous governance,but also shows an obvious "new endogenous governance".Governance Mechanisms".The traditional exogenous governance mainly emphasizes the injection of external resources to provide help,and does not pay attention to the cultivation of its own motivation,and is a top-down governance
