In recent years,the intensification of global climate change has led to frequent extreme weather and the transformation of urban development mode has accelerated the process of urbanization.The original governance path is difficult to meet the needs of urban management.Once a major public emergency occurs in a high-density city,due to the large number of urban population and rapid economic development in the limited urban space,the event itself presents the characteristics of quick disaster,large loss and strong sudden occurrence,which will cause huge losses in high-density cities and bring severe challenges to urban governance.The governance of public emergencies in high-density cities not only starts from the need to solve urban practical problems,but also depends on the changes brought by theoretical progress.The theory of resilient governance is produced on the basis of the concept of resilience.As an important component of the theoretical system of governance,it enriches the research spectrum of existing governance theories,provides reasonable strategic positioning and effective problem-solving ideas for the governance of complex social systems,and has strong adaptability in responding to public emergencies.It provides a new way to solve the problems of acute impact and chronic pressure in high-density cities.Zhengzhou,Henan Province has developed into a high-density city dominated by population density since 2005,and has become a high-density city dominated by both population density and economic density since 2010.In 2021,the "7.20" rainstorm in Zhengzhou exposed many problems in urban governance,which was identified by the incident investigation team as a major public emergency.Taking the "7.20" rainstorm in Zhengzhou as a specific case,this paper adopts literature research,comparative analysis and field research to study the governance path of high-density cities under major public emergencies.First,based on the definition of major public emergencies,high-density cities,resilience and resilient cities,combined with emergency management theory,new public management theory and holistic governance theory,With the theory of resilient governance as the core,an analytical framework of "risk awareness as the direction,mechanism building as the foundation,organization and coordination as the strength,infrastructure planning as the consolidation of the system,and comprehensive capacity as the guarantee" is constructed.Secondly,based on government reports,news reports and other materials to introduce the general situation of the "7.20" heavy rain event in Zhengzhou,combined with the characteristics of rain,flood and disaster conditions of this event and the governance characteristics of high-density cities,to analyze the governance problems exposed in the face of major public emergencies in Zhengzhou.It is mainly reflected in five aspects:inadequate response deployment,serious lag in emergency response,weak organization and mobilization,violation of infrastructure construction and occupation of channels,and inaccurate and ineffective response measures.The cause of the problem lies in the lack of risk awareness and bottom line thinking of some leading cadres of Zhengzhou Municipal Committee and government,failure to effectively establish flood prevention and emergency response mechanism,weak governance coordination among multiple subjects,neglect of safety construction in urban infrastructure planning,and comprehensive disaster prevention and reduction ability to be improved.Finally,according to the analytical framework of "consciousness guidance,mechanism construction,organization coordination,infrastructure planning,capacity guarantee",aiming at governance issues and causes of problems,it is proposed successively that leading cadres of CPC Central Committee and Municipal government of Zhengzhou should firmly be aware of risks and think bottom line,improve the construction of emergency response mechanism,enhance governance coordination among multiple subjects,and improve the security of urban infrastructure planning.Systemic efforts to improve comprehensive disaster prevention and mitigation capabilities.In the context of rapid climate change and accelerated urbanization,it is expected to improve the governance path of high-density cities under major public emergencies,reduce disaster losses brought by major public emergencies,and enhance the resilience of urban construction and development.
