Since the 21st century,with the growing economic and social development,various emergencies have occurred frequently.In recent years,the probability of occurrence has been increasing and the degree of damage has been increasing.In the face of major emergencies,our government and non-profit organizations need to work together to address them,and carry out close and in-depth cooperation in normal disaster reduction,emergency rescue,transitional resettlement,rehabilitation and reconstruction,etc.Since the Wenchuan earthquake,non-profit organizations have brought profound changes to individuals and society,making us realize their great role and potential in social governance,especially the governance of major emergencies.This paper focuses on the 7.20 heavy rainstorm event in Zhengzhou,combined with participatory governance theory,crisis life cycle theory,and focus event theory,to study the problems existing in the governance of major emergencies of non-profit organizations.The analysis found that the Chinese government and non-profit organizations still have some problems in the process of managing major emergencies,such as unclear responsibilities and status,single participation channels and content,poor communication and coordination,and insufficient emergency response capabilities.The reasons include lack of legal and institutional guarantees,failure to establish long-term communication institutions and mechanisms,insufficient awareness of the importance of participation,and insufficient governance capabilities of relevant managers.Based on the problems and causes,this paper puts forward suggestions from five aspects:improving laws,regulations and systems,expanding participation channels and participation mechanisms,establishing long-term communication mechanisms,strengthening participation awareness and actions,and improving managers’ governance capabilities. |
