| The Fifth Plenary Session of the 19th CPC Central Committee proposed to strive to achieve the goal of "significantly improving the level of social governance,especially grass-roots governance",which is the scientific guidance of Chinese government governance in the new era and new development stage.Grass roots governance is the cornerstone of national governance.Promoting the governance of towns(streets)and urban and rural communities as a whole is a basic project to modernize the national governance system and governance capacity.The rapid development of big data has provided a new path for promoting the modernization of national governance system and governance capacity.Especially in the field of urban grass-roots government governance modernization,big data has become an important technical tool for grass-roots governance modernization.Urban grass-roots governments also need to think about how to deeply mine the political value contained in the data from the perspective of big data,so as to make the modernization of urban grass-roots government governance more integrated with big data technology,and provide theoretical guidance and practical basis for the research on the modernization of urban grass-roots government governance.Based on this,taking District F of city D as the object,we conducted in-depth research on the actual development of government governance modernization in District F of city D,combined with the existing data,and with the help of literature research method and case analysis method,we found that with the application of big data,the government service capacity of grass-roots governments has been gradually improved,and the digital infrastructure has been gradually improved.But at the same time,there are also some problems,such as the weak data governance concept of urban grass-roots government governance modernization,the slow degree of public participation in urban grass-roots government governance coordination and sharing,the lack of innovation ability in the process of urban grass-roots government governance modernization,and the lack of data guarantee mechanism for urban grass-roots government governance modernization.This paper looks into the modernization of urban grass-roots government governance and analyzes its causes,mainly including the shackles of traditional thinking that hinder the development of grass-roots government,the imperfect mechanism of public participation in government collaboration and sharing,the low integration of big data and government governance capacity,and the insufficient data guarantee for the modernization of grass-roots government governance,On this basis,it puts forward the implementation path of urban grass-roots government governance modernization from the perspective of big data: first,establish the concept of big data development to lead the modernization of urban grass-roots government governance;second,ensure the participation of multiple subjects to realize the collaborative sharing of urban grass-roots government governance;third,promote the modernization of urban governance to realize the intelligent operation of grass-roots government data governance,Fourth,improve the data governance guarantee mechanism for the modernization of urban grass-roots government governance. |
