The Construction Status Of Specialized Committees Of County People’s Congress And Their Improvement

Special committees of county-level people’s congresses,known as special committees of county-level people’s congresses,are standing bodies of county-level people’s congresses.At present,the national and provincial and municipal people’s congresses have set up a number of special committees,which are constantly improving and effectively carrying out their work,which provides a model reference for county-level people’s congresses to set up special committees in accordance with the law and the actual needs of their own power exercise.The main duty of county-level NPC special committees is to provide efficient services to the NPC and its Standing Committee by carrying out counterpart and professional work,so as to assist its decision-making and supervision,and thus further promote the construction of grassroots democracy.It is of great theoretical and practical significance to give full play to the important role of special committees in the work of county-level NPCs and their standing committees in the new era,in order to promote the further development of the county-level people’s congress system.This paper takes the special committees of county-level people’s congresses as the object of study,takes the exploration and practice of some special committees of county-level people’s congresses as the case,comprehensively analyzes the current situation of the construction of special committees of county-level people’s congresses in China,and on this basis analyzes the current problems and causes,and puts forward corresponding suggestions for improvement for the theoretical and practical workers of county-level people’s congresses.The body of this paper is divided into four parts.In the first part,we firstly sort out the foundation and process of the establishment of special committees of county-level people’s congresses in a hierarchical manner,starting from the setting and arrangement to the clear provisions of the law.Secondly,it discusses the organizational composition of the special committees of county-level people’s congresses through case analysis,including institutional settings and personnel composition.In the second part,the basic functions of county-level NPC special committees are discussed firstly,namely legislative proposal function,deliberation function,proposal function and supervision function.Secondly,the working mechanism of county-level NPC special committees is analyzed and demonstrated from three aspects: meeting mechanism,working methods,personnel appointment,removal and resignation.In the third part,according to the current situation of the construction of county-level NPC special committees,we point out and analyze the common problems that exist in the practice of some county-level NPC special committees,such as insufficient institutional settings,unreasonable staffing and mechanism construction to be further strengthened,so as to provide effective reference for the next step of improving countermeasures.In the fourth part,in view of the above problems,we will consider and propose corresponding improvement measures:first,to further improve the institutional settings by clarifying the criteria and procedures for the establishment of county-level NPC special committees,solving the establishment problem,and balancing the organizational structure from the staff structure;second,to optimize the staffing to achieve professionalism,youthfulness and specialization of the cadre;third,to strengthen the construction of long-term mechanisms,including standardizing the working mechanism,clarifying The third is to strengthen the construction of long-term mechanisms,including standardizing the work mechanism,clarifying the division of responsibilities,improving the incentive and learning mechanism of personnel and strengthening the construction and publicity of the official website,so as to promote the special committees of county-level people’s congresses to better play their functional roles.
