Improve The Research On The Establishment Of Local People's College Committees

The special committee of the local people’s Congress is an important part of the working mechanism of the local people’s congress.It plays a unique role in the construction of the people’s Congress and it is one of the symbols of the modernization of the political system in the new period of society.The establishment of the special committees of local people’s congresses is to meet the needs of local people’s congresses and their standing committees in fulfilling their functions and powers,and it is conducive to better exerting the functions of local people’s congresses.Therefore,it is necessary to improve the system of the special committee of the local people’s Congress and the working mechanism of the local people’s congress,which is the basic requirement of promoting the construction of the local governance system and improving the local governance capacity.However,from the practice of the work of the special committees,there are still some problems in the system of the special committees of local people’s congresses,especially in province people’s congresses,such as the vacancy of the special committees,unreasonable staffing,inadequate performance of the special committees,and the ambiguous responsibilities of the special committees.Therefore,we must strengthen the system of the special committees of local people’s congress,in order to make sure that deputies to people’s congresses perform their duties.Firstly,this paper gives a detailed overview of the contents,working methods,principles and functions of the special committee.Secondly,it analyses the exploratory process of the local people’s Congress special committee,explores the development process from non-standard status to relative standard status,and from adjustment to perfection.Then,taking the special committee of the Shanghai 、Sichuan、Heilongjian and Ankang People’s Congresses as an example,this paper studied the present situation of the organization of the special committee of the People’s Congress from the aspects of setting up,establishing institutional mechanism and fulfilling its duties,and summarizes the existing problems of the organization of the special committee of the People’s Congress,such as the non-standard establishment of the organization,unreasonable staff structure,imperfect coordination mechanism and inappropriate working methods,and finds that the main reasons for the problems are laws,organizational structures and working mechanisms.Finally,according to these problems and reasons,this paper puts forward some suggestions for the optimization of the organization of local people’s congresses,such as drawing lessons from the practical experience of the committees under the Western parliamentary system,improving the relevant laws of local people’s congresses,improving the working mechanism and working system of local people’s congresses,and so on.In order to provide reference for the optimization of the special committee of local people’s congress.
