Research On The Efficiency Of The Sub-district Working Committee Of The People’s Congress In Promoting Grassroots Governance

With the continuous development of urbanization,China is undergoing profound changes.Among them,the development momentum of large and medium-sized cities is particularly strong,and the status of cities is becoming more and more prominent.Strengthening the governance capacity of cities is the direction of economic development and social progress.The reform of urban street governance is not only a cutting-edge topic,but also an important research area for the relationship between "state" and "society".The mode and path of street governance are directly implemented at the grassroots level.Whether the grassroots can fully exert governance effectiveness is directly related to whether China’s modernization can turn from blueprint to reality.Currently,some problems in street governance in China are related to the non-standard and imperfect work of the People’s Congress at the street level.The foundation of the rule of law is at the grassroots level,which is also the key to the grassroots level.Setting up the People’s Congress at the grassroots level can help establish a simple and efficient grassroots management structure,and then achieve the modernization of grassroots governance in China.Nowadays,the Street Working Committee of the People’s Congress still faces problems such as ambiguous legal status,limited role,lagging organizational construction,and insufficient daily work vitality.At present,China is in a period of reform and social transformation,and the demand for improving the efficiency of grassroots governance is more urgent.It is necessary to open up the nerve endings of street-level people’s congress work for governance.This requires rigorous description,analysis,and research in theory,as well as serious summary,induction,and improvement in practice.This is a decisive issue regarding how China’s grassroots governance modernization will mature.This article explores the difficulties and achievements encountered in the development of the People’s Congress Street Working Committee system in D city by conducting research on the People’s Congress Street Working Committee in D city,and analyzes the implementation procedures in daily operation.After visiting and investigating the D city jurisdictional streets,relevant data was analyzed in the form of graphs,and the main difficulties of the D city People’s Congress Street Working Committee were summarized as legislative lag,insufficient team strength,insufficient funding,and lack of vitality in work.Based on typical areas that have implemented the People’s Congress Street Working Committee system earlier,excellent practical experience in promoting grassroots governance was analyzed and summarized,including system and methods to further improve the People’s Congress Street Working Committee system and activate grassroots governance vitality.For example,Yuhang District in Zhejiang Province has extended democratic consultation to the grassroots level through the street council system,while Longgang District in Shenzhen City has implemented the participation of the People’s Congress Street Working Committee in the grassroots legislative consultation system,which is conducive to scientific and democratic legislation.The practices in these areas can provide useful inspiration.Finally,aiming at the current problems and drawing on the experience of some leading regions,specific and feasible countermeasures are proposed to improve the efficiency of the People’s Congress Street Working Committee in promoting grassroots governance.These countermeasures include improving legislation,strengthening the leadership and support of relevant entities for the People’s Congress Street Working Committee,identifying the right entry points for work,consolidating and improving the street council system,and leveraging digital technology.
