Legislative Function Research On Setting Up The People's Congress And Its Standing Committee Of Sub-districts In China

The sub-districts was given the local legislative after "The Legislative Law" revised in 2015.In the past two years,the provinces made the local legislative clear by formulating regulations one by one.More and more sub-districts have begun to formulated regulations.It's a necessary and important path to coordinate and promote local economic development,solve the conflict of the area and make up for a lack of central legislation by formulating regulations.But the problems,showed among the experiences of formulating regulations in larger cities,cannot be ignored.The problems are not only on the effects of laws and regulations,also directly influenced the regional development and the construction of society with rule of law in China.The People's Congress and its Standing Committee of Sub-districts,as the legislative subject,play the important role in dominant,supervision and coordination legislation.And it's also the important subject of guarantee the quality of legislation.The normal function of People's Congress and its Standing Committee of Sub-districts' legislation has a direct influence on the the quality of legislation,immediate interests of the citizens,the development of social economy and culture,as well as the national unification of legal system.The article focuses on the legislative of People's Congress and its Standing Committee of Sub-districts,and analysis its legislative functions.Then putting forward the recommendations on proving its legislative work based on the problems of legislative work in lager cities.The article is aimed to provide some references to People's Congress and its Standing Committee of Sub-districts.This article is divided into five parts.The first part is the introductions of the background,the research methods,contents,and research status about the selected topic currently.The second part introduces the basic theory around the topic.The third part analysis the legislative functions of People's Congress and its Standing Committee of Sub-districts based on the local legislation procedure.The forth part summarizes the legislative experience in larger cities,and analyzes its legislative functions.The fifth part is aimed to provide some references to People's Congress and its Standing Committee of Sub-districts.
