Study On Problems And Countermeasures Of Supervision Work Of Special Committee Of Shandong Provincial People’s Congress

The people’s Congress system is the fundamental political system defined in China’s constitution,"The important principle of the people’s Congress system and the basic requirement for the design of the system are that the power of any state organ and its staff should be supervised and restricted.We should give better play to the important role of the supervision of the people’s Congress in the party and state supervision system,let the people supervise the power,let the power run in the sun,use the cage of the system to control the power,and use the reins of the rule of law to control the power." The performance of the supervisory functions of the people’s Congress and its Standing Committee is a key link in building a responsible government.It plays a vital role in improving the government’s management capacity in the public sphere,promoting the development of socialist democracy and the rule of law with Chinese characteristics,safeguarding and realizing the fundamental interests of the people,and modernizing the country’s governance system and governance capacity.In practice,for the implementation of the people’s congresses at various levels supervision function is borne by the special committees,the special committees elected by the people’s congresses at various levels,and are under the leadership of the people’s congress standing committee during the period,by listening to special work reports,inspection,project survey,project ask help,safeguard the standing committee to carry out supervision.But the legal system,personnel composition,all sorts of reasons,such as self building,the special committee of National People’s Congress supervision work are not rigid supervision,supervision of environmental abuse issues,such as relative to the use of good National People’s Congress of the constitutional supervision,the correct and effective supervision,supervision in accordance with the goals and a certain gap.This paper studies and explores the supervision work of special committees of local people’s congresses,and takes Shandong Provincial People’s Congress as an example to collect materials and documents related to the supervision work of special committees,and uses Nvivo software to sort out the actual work of supervision of special committees of people’s congresses by qualitative analysis.Combined with the theory of supervision government,the problems in the performance of the supervisory function of the special committee of the People’s Congress are deeply explored,the causes of the problems are analyzed,and suggestions for improvement are put forward.
