Education is the grand plan of the country and the party,and has far-reaching influence on the realization of long-term stability of the country and the great rejuvenation of the Chinese nation.In the nursery and position of teaching and educating people in colleges and universities,the continuous deepening of the reform of the discipline inspection and supervision system in colleges and universities is a major decision and deployment made by the Party Central Committee,and an important measure to strengthen the party’s overall leadership in education.With the continuous advancement of the reform work,there are still some negative factors in practice that restrict the effective implementation of the supervision responsibility of the discipline inspection and supervision institutions in colleges and universities and the smooth development of the supervision work.It is urgent to make up and improve the system and mechanism.Based on the practice of discipline inspection and supervision,this paper absorbs and draws on the existing research results at home and abroad,reviews the historical evolution of the discipline inspection and supervision system in colleges and universities for more than 40 years since the reform and opening up,and sorts out the historical logic of evolution,and summarizes the regular understanding contained in it;Checking the inspection reports of colleges and universities,cases of violations of discipline and law,interviewing four groups of college discipline inspection and supervision organizations,college party committees,college administration,and higher-level disciplinary committees and supervision committees,presenting the outstanding problems in the current reform process;constructing a research model based on the system contingency theory,Starting from the elements of the Internal and external environment and the organizational system,in-depth analysis is carried out for each specific system to find the endogenous dilemma that restricts the reform;combined with the actual situation of colleges and universities,targeted countermeasures and suggestions are put forward in order to optimize and improve the discipline inspection and supervision system of colleges and universities.Under the new historical orientation of the development of the party and the country,it is necessary to further optimize the institutional environment,do a good job in the "establishment,reform and abolition" of regulations,and realize the specific,procedural and institutionalized dual leadership;effectively ensure the rational allocation and operation of supervisory power,strengthen Institutional setup and staffing promote the coordinated efforts of multiple governance entities;clarify goals,tasks and boundaries of powers and responsibilities,achieve higher and deeper levels of "three transformations",and strictly self-supervision and restraint;Construction,wisdom construction,condition guarantee and other means of empowerment,effectively deepen the reform of the discipline inspection and supervision system in colleges and universities,better transform the institutional advantages into governance efficiency,promote the high-quality development of discipline inspection and supervision work,and continuously lead the comprehensive and strict governance of the party in colleges and universities.
