| As a government agency,Liquor Industrial Park Management Committee is a special public sector and plays a leading role in the city’s innovation-driven and economic development.In recent years,the problems in the management system and mechanism brought about by development have become increasingly obvious,especially in performance management,which ultimately manifests as low employee enthusiasm and weakened work efficiency.Liquor Industrial Park Management Committee needs to jump out of the original management mode in time,boldly explore and innovate,and further improve the park management system and mechanism to enhance the management committee’s work efficiency,organization and service capabilities and core competitiveness.This paper takes Liquor Industrial Park Management Committee in L city as the research object,and comprehensively uses the method of case analysis,questionnaire survey,interview and research methods,and finds that Liquor Industrial Park Management Committee has some problems in performance management: the performance management culture is not oriented.Obviously,the performance appraisal indicators are not set scientifically,the daily performance management process is not in place,the performance appraisal evaluation is not objective and fair,and the performance appraisal results are insufficiently used.The main reasons that affect the above problems are: insufficient understanding of performance management,performance target indicators not set according to their actual conditions,weak performance management organization and technical foundation,single subject and method of performance evaluation,and insufficient current evaluation system.In response to the above problems,this article based on the theoretical basis of objective management theory,new public management theory,and incentive theory,combined with relevant references,puts forward the performance management work of Liquor Industrial Park Management Committee in a targeted manner: strengthen the value guidance of performance management,Measures such as improving the practicality and scientificity of performance indicator setting,strengthening performance process management,enriching performance appraisal subjects and methods,and improving the performance management system to make full use of appraisal results.The study concluded that the implementation of performance management by Liquor Industrial Park Management Committee is necessary and necessary,but the shortcomings in specific practices need to be corrected,which has certain reference value for the formation of a performance management model that is more in line with the actual situation of the wine industry park,and is conducive to promotion the implementation of the work of Liquor Industrial Park Management Committee and the high-quality development of the park economy. |
