With the construction of industrial parks toward urbanization,the park management committee has been transformed from the initial economic development function into the social management and public service function areas.The interaction and integration of the city will help to realize the restructuring of the system,space,society and other functions,especially for the industrial agglomeration areas.But as far as the actual situation is concerned,the function of the administrative committee of the park is unbalanced and the problem has become increasingly prominent.The factors such as population,economy and resources can not be effectively exchanged,the phenomenon of separation of regional space is obvious,and the function and operation mechanism of the administrative committee need further exploration and positioning.The integration of production and city needs to clarify the logic relationship between government and market.In the process of achieving this goal,the effective functioning of government functions will play a crucial role.How to better understand its functional areas and play its role has become the decision-making content of the administrative committee of the park.Based on the new public service theory,customer satisfaction theory and other related theories.According to the actual survey data and the Xinjiang Industrial Park on the inside and outside the government function of literature,by the administrative committee Fukang Industrial Park as the research object The Likert scale design method was adopted to design the corresponding questionnaire from the enterprise and the public point of view,and the statistical analysis was carried out by the satisfaction model.The results show that:First,from the satisfaction factor,the demographic characteristics of the two parties are related to the satisfaction of the executive committee;The dimensions of the perceived quality and the perceived value of enterprises have a great influence on the function satisfaction of the management committee.Second,judging from the degree of satisfaction,both sides have lower evaluation of basic public service facilities,social management,environment conservatio,and so on.Through the analysis of satisfaction evaluation results,it has been found that the administrative committee in the performance of the existence of "Fukang environmental governance capacity is weak,lack of public services and social governance functions and other issues in the process of function.Based on the experience of the functions of the government of Ruhr,Taiwan,Hsinchu Science Industrial Park and Suzhou Industrial Park this article puts forward the definition of the legal status of the administrative committee;Improve the urban service management mechanism;Construct talent introduction and training system;Hope these measures can implement the production integration of the city policy to provide some reference value for the Fukang industrial park.
