Research On Community Grid Governance In Chenghua District Of Chengdu City

Small communities are the epitome of big countries.The high-frequency flow of population in urban communities and the heterogeneous gathering of people have brought new demands and new challenges to governance,forcing the transformation of traditional community governance methods.Since the 18 th National Congress of the Communist Party of China,guided by Xi Jinping’s new era of socialism with Chinese characteristics,the governance of urban communities has also been advancing with the times and making innovations to satisfy the people’s ever-increasing and diverse yearning for a better life.Under this historical background,urban community grid governance,as a basic project and an innovative measure of grassroots governance,plays an important supporting role in urban governance,and has great practical significance and research value.Although community grid governance has brought such great results,we should still clearly realize that community grid governance is only one of the tools of social governance.We cannot be "tool-only" theory,and should be based on the spirit of "people-oriented",Study the grid governance of urban communities,see the essence through the phenomenon,and guide the practice with problem-oriented and problem-solving thinking,and give play to the greatest role of community grid governance in social governance.As a pilot and an important model of community grid governance,Chenghua District of Chengdu has an important position in the process of community grid governance.Therefore,this article selects Chenghua District as the research field for follow-up research.In the form of questionnaire surveys and in-depth interviews,the community residents,grid members,and grid office leaders were investigated and researched as the data source and analysis sample of this research.Based on the related theories of seamless government,governance and good governance,and refined management,this paper combines the grid governance practice of Chengdu Chenghua district community to systematically comb the grid governance situation of Chengdu Chenghua district community.On the one hand,this article summarizes a series of experience in the grid governance of Chenghua District: including the full-time first-level grid staff,the reform of grid affairs separation and other innovative measures,and summarizes the return of community grid governance in the community Autonomy,maintaining social harmony and stability,etc.At the same time,on the other hand,this article also found some problems in the practice of community grid governance,such as the inconsistency between grid members and the community,and the inefficient handling of grid matters.In view of the results and existing problems of these problems,this article sorts out the causes and countermeasures of the problems existing in the grid governance of communities.Based on the "fragmentation" tendency of grid governance,and the fact that the governance system and governance chain have not yet been established and sound,this paper proposes targeted and refined community grid governance methods.We should start with an intelligent,refined,and collaborative community grid governance path,and establish a smooth community grid governance path to improve the effectiveness of Chenghua district grid governance.As a pioneering model for grid governance in Chengdu’s communities,Chenghua District has gained good experience in the development of community governance work involving joint construction,governance and sharing.This paper summarizes and summarizes the current experience and problems of grid governance in the Chenghua District of Chengdu,and provides an important help for condensing new community grid governance experience.
