Research On City Community Grid Governance In The Context Of Covid-19

The global pandemic of pneumonia caused by the novel coronavirus has profoundly changed the global economic and social landscape,and has placed higher demands on the government’s governance capacity and governance system.that is,self-biased cognition caused by traditional gender concepts,transgender Insufficient social support,and discordant communication caused by marriage in the domain.Then use the casework in social work to provide intervention services from the practical process of receiving cases,needs estimation,planning,intervention,evaluation and closing cases.The services of the past,enhancing social support and overcoming difficulties,helps them to establish a modern gender concept,strengthen social support,improve communication and promote employment to relieve economic pressure,improve self-efficacy and acquire skills to deal with family conflicts.Ultimately,clients’ gender perceptions,self-efficacy,and interactive communication skills all improved.And on this basis,according to the deficiencies found by social workers in the process of intervention,such as insufficient professional ability,low social recognition and high personnel mobility,put forward ways to improve the above problems.Ans on this basis,it puts forward suggestions for social work further intervene in the marriage crisis of rural left-behind women,to deal with the marital crisis predicament of rural left-behind women,and improve the quality of marriage.During the Chinese New Year in 2020,the outbreak of the new crown epidemic suddenly broke out,with a speed of spread,a wide range of infection and a deeper impact than the SARS outbreak in 2003,making it the largest sudden public health crisis since the founding of New China.As a grassroots unit of urban governance,the community is an important battleground for epidemic prevention and control,and community workers,community grid members,party members and volunteers have become the front-line soldiers in this battle.As an emerging model of urban grassroots governance,grid-based governance plays an important role in epidemic prevention and control.Grid-based governance takes each grid cell as the smallest unit for sinking resources,management and services,plays the advantage of "vertical to the end and horizontal to the edge",making outstanding contributions to curbing the spread of epidemic,safeguarding people’s lives and maintaining social stability,becoming an important grasp of epidemic prevention and control.However,community grid-based governance has also revealed many problems in the testing of epidemic prevention and control efforts.At present,with the local distribution of domestic epidemic and the high level of foreign epidemic,it’s not only necessary to prevent internal rebound but also external importation.Studying the grid-based governance of urban communities in the context of the new crown epidemic can improve the governance capacity and service level of urban communities,and is also an important practice to build a new urban development pattern of common governance and sharing.This paper takes the grid-based governance implemented in Community B of Wuhu City during the prevention and control of the new crown pneumonia epidemic as the research object,through reading a large amount of domestic and international literature,we used community participation theory,collaborative governance theory,refined management theory and the "4Rs" theory of crisis management as the basis.We conducted a research on the current situation of grid-based governance in Community B of Wuhu City during the prevention and control of the new crown epidemic using observation,questionnaire and interview methods.We found that residents have abundant channels to obtain epidemic-related information,they basically understand grid-based governance and the community has built a joint prevention and control system,etc.Grid-based governance in Community B has played an important role in the prevention and control of the epidemic.However,there are also problems such as unreasonable division of the epidemic prevention grid,unsound epidemic prevention mechanism,insufficient emergency management ability of the grid member team,low enthusiasm of residents to participate in the governance of the prevention and control grid,insufficient epidemic prevention materials in the grid,and lack of epidemic prevention knowledge propaganda.In turn,it proposes countermeasures such as reasonable division of epidemic prevention grid,sound epidemic prevention work system,strengthening emergency management capacity building of the grid staff team,strengthening grid work guarantee,mobilizing residents to participate in epidemic prevention governance actively,and coordinating emergency management of sudden public health events.It provides reference for community B to adjust and optimize the governance structure of the prevention grid in a targeted way,promoting advanced practices and countermeasures to other communities in Wuhu City,further improve the level of community epidemic prevention grid governance in Wuhu City,and improve the city’s grassroots community grid governance capabilities and services.
