Study On The Countermeasures Of D City Local Government On Creating Business Environment

In recent years,in order to create an excellent business environment,local governments at all levels have made a series of explorations and reforms in the areas of government affairs,market,law,and ecology.The business environment reflects the soft power and competitiveness of a region.Under the current economic development trend,the advantages and disadvantages of the business environment directly affect whether the regional economy can develop at high speed and high quality.Based on the theory of socialism with Chinese characteristics,the theory of market economy and the theory of limited government,this paper analyzes the problems existing in the current business environment in D City of Liaoning Province.After analysis,it has been found that although D City has improved its business environment in recent years through the establishment of specialized agencies,the introduction of policy documents to promote the construction of the business environment,the implementation of special activities to rectify violations of laws and disciplines,and the improvement of the urban ecological environment,it still has several problems such as the lagging industrial economic development,the weak link in attracting foreign investment,the discordant relationship between government and business,the low quality of administrative services for administrative personnel,and the lack of confidence in continued and stable development.Finding the root cause of the problem can be summarized as the impact of the economic environment,the policy environment needs to be optimized,the stereotype of the enterprise to the government,the quality of the administrative staff is not high,and the short-term tenure of important cadres.On this basis,by drawing on some of the main practices and experiences of its counterpart cooperative cities and combining with the actual situation of the city,it has put forward targeted establishment of Suggestions such as industrial direction and planning,formulation of enterprise development policies,strengthen the construction of administrative teams,improve the appointment mechanism of cadres,and accelerating the transformation of government functions construction,and which provide solutions and suggestions for solving the problems in the business environment in City D in the future.
