Practice Of "One Nuclear,Two Committees,One Conference" Village Governance Model In Changliu Town,Haikou:Effectiveness,Problems And Countermeasures

President Xi Jinping pointed out at the Third Plenary Session of the Eighteenth Central Committee in 2013 that the overall goal of deepening the reform in an all-round way is to improve and develop the socialist system with Chinese characteristics and to promote the modernization of the state governance system and governance capacity.Later,President Xi Jinping,who convened the Nineteenth National Congress of the CPC in 2017,announced the implementation of the comprehensive strategy of rural revitalization,and made clear the requirements of "industrial prosperity,ecological livability,rural civilization,effective governance and affluent life" for the construction of new countryside.In order to build a harmonious,prosperous,civilized,ecological and vigorous new socialist countryside and realize the overall goal of deepening reform in China,we should explore and implement a modern governance system in the practice of rural governance.Rural governance is the most basic unit in the national governance system.The quality of governance effect will directly affect the smooth implementation of the Rural Revitalization Strategy in China.Therefore,it is of great practical significance to innovate the rural governance model.In response to the overall deployment and macro-guidance of the central government,Hainan Province launched a comprehensive rural revitalization campaign.In 2015,Hainan Provincial Committee took the lead in putting forward the "one nuclear,two committees and one conference" as the carrier of rural governance structure.The "one core" refers to the village Party organization,the "two committees" refers to the village committee and the village affairs supervision committee,and the "one conference" refers to the village affairs consultation meeting.The rural governance model is the focus of Hainan Province in response to the "comprehensive deepening reform pilot area" of the state.One of the measures to be taken is to provide a practical blueprint for exploring the modern rural governance system.From the perspective of the government,this paper first defines the concept of "one nuclear committee,two committees and one conference ",combs the proposal and formation of "one nuclear committee,two committees and one conference ",describes the operation mode and characteristics of "one nuclear committee,two committees and one conference ",and analyses the relationship among the main bodies under this management mode;secondly,chooses Xiuying District of Haikou City.Changliu Town conducts in-depth investigation and research for the field point,traces back to its practice in promoting democratic autonomy and "one nuclear,two committees and one conference " in recent years,and understands the process of rural grass-roots autonomy in Changliu Town.Thirdly,summarizes the main results of Changliu Town’s promotion of"one nuclear,two committees and one conference " governance model,and finds the shortcomings in the implementation process of "one nuclear,two committees and one conference ".At last,the paper puts forward some suggestions on how to improve the rural governance model of "one nuclear,two committees and one conference " in Changliu Town.
