Research On The Governance Mode Of "Grassroots Governments Call,Departments Response"

"Tiao" and "kuai" are the image expressions of China government organizational structure.How to deal with the relationship of "tiao-kuai" correctly is related to the modernization construction of grassroots governance system.Government departments in country as the lowest "tiao",the town and street governments as the closest "kuai" to the masses,the relationship between them is of great significance to grassroots governance.As the end of the bureaucratic governance structure in China,grassroots governments undertake a large number of grassroots social governance work.How to achieve the integration of"tiao-kuai" and build a more efficient mechanism of departments and grassroots governments operation is a major issue to good governance.However,due to "less power and more responsibilities" and other reasons,grassroots governments often fall into the situation of"wanting to manage but having no power" and assuming "territorial responsibility".The common way to solve this dilemma is to strengthen cooperation between functional departments and grassroots governments,and sink resources to grassroots,"grassroots governments call,departments response" is an innovation of grassroots governance.How does this model play a role in realizing departments and grassroots governments collaboration,and what are the weak links and influencing factors,which is the research priority of this article.This article takes W county in S Province as the observation object,based on holistic governance and collaborative governance theory,focuses on "tiao-kuai" interaction,integrates the characteristics of grassroots social governance,and takes the mechanism of "grassroots governments call,departments response" as the observation window,combines case studies and semi-structured interviews,investigates studies the process of communication and coordination between functional departments and grassroots governments to carry out grassroots social govern ance in detail.This article grasps the inner link between "tiao-kuai"relationship and holistic governance and collaborative governance,and explores the operation logic and progress of departments and grassroots governments collaboration.It is found that the linkage mechanism can achieve "tiao-kuai" interaction and cooperation,and then integrate resources and forces at different levels,shorten the governance time,improve governance efficiency,and promote grassroots governance ability and level.However,there are still some problems such as the lack of integration of upper and lower forces,the lack of communication of departments and grassroots governments,the singleness of governance subjects,and the low level of information governance,thus the effect of collaborative governance is not ideal.This article argues that the poor effect of departments and grassroots governments collaborative governance can be explained from four aspects:policy implementation deviation,lack of direct-reverse incentive measures,role of grassroots Party organizations is not obvious,and insufficient information construction.This article suggests that departments and grassroots governments collaboration should intensify efforts to promote "tiao-kuai" interaction,optimize governance measures and improve the effect of departments and grassroots governments collaborative governance from the aspects of obtaining strong administrative resources,improving direct-reverse incentive measures,strengthening the lead of Party and strengthening technological empowerment in grassroots governance.
