The Coordination Mechanism Between The Government Functional Departments And Local Governments In China’s Public Crisis Management Process

In today’s society, the crises happen more frequently. Due to the dramatic increasein population, the morphological changes of life exchanges, global ecological changesin the environment and other factors, both natural crisis or man-made crises,the effectsthey cause appear more complex, the ability to cope with crisis of people is also facinggreater challenges.After the events of the2003SARS crisis, the Chinese government attached greatimportance to the crisis management capacity building, the construction of the system,mechanism and legal system have made significant progress, the crisis managementcapability of government of all levels has been significantly improved, but we must seethat the constraints institutional barriers of the Chinese crisis management capabilitieshas not been fundamentally eliminated.compared with the level of crisis managementcapability of the United States and Japan, there is still a gap.The predicament ofcoordination mechanism between the government functional departments and localgovernments in public crisis management caused by the China’s special system of thegovernment functional departments and local governments is one of key problems ofpublic crisis management needed to be solved. Although there have been crisismanagement scholars aware of the existence of the problem, but this aspect of specialstudies are few. The significance of the importance and reality of the lack of research isthe reason of this study.Through the government process method, comparative method as well asdocumentary research, combined with the basic theory of public crisis management,and through a comparative analysis of the specific case of coordination mechanismbetween the government functional departments and local governments in public crisismanagement in China, USA and Japan, this paper will explore universal characteristicsof smooth coordination mechanism between the government functional departmentsand local governments in public crisis management,which will provide for theimprovements of coordination mechanism between the government functional departments and local governments in public crisis management in China. Specifically,the article includes the following sections:The first chapter firstly introduces the basic concepts and research significanceclosely related to the research topic, then combs coordination mechanism between thegovernment functional departments and local governments in public crisis managementof China and the foreign,finally puts forward the innovation points and the researchmethods.The second chapter, firstly, describes the existing situation of the governmentfunctional departments and local governments, laying the foundation for the furtherexamine coordination mechanism between the government functional departments andlocal governments. The improvement of coordination mechanism between the governmentfunctional departments and local governments must be established on the scientificclassification, gradation, stages of the crisis.The fifth chapter, as the specific measures, puts forward some improvementmeasures for the coordination mechanism between the government functionaldepartments and local governments of China in accordance with the one-onecorresponding principles. These measures include: defining responsibility of thegovernment functional departments and local governments by legislation, establishing special crisis management standing body, Constructing a crisis information systembreakthrough the central government and the local governments and a scientific supportsystem,and breaking "isomorphic responsibility" to construct comply with localcharacteristics of crisis management organization structure. At last, the paperintroduces the successful case of the coordination mechanism between the governmentfunctional departments and local governments of Shanghai dealing with "SARS" crisis.
