As the most direct and effective handle of rural revitalization at the grass-roots level,grass-roots governance is the key to the final victory of China’s rural revitalization strategy.Therefore,it is necessary not only to review the achievements or implementation difficulties of rural grass-roots governance from a strategic perspective,but also to reflect from the bottom up starting from the rural grass-roots level.Starting from the daily interaction and relationship between grass-roots village cadres and grassroots,we should try to avoid simplifying villagers and village cadres into binary opposition,and focus on analyzing the resistance and obstacles of grass-roots governance policies at the implementation level,It is an important perspective to analyze the dilemma of grass-roots governance.This paper takes Village K as the research site,and takes the interaction of New Rural Cooperative Medical System(NCMS)payment in Village K as a specific case to sort out the existing interaction between village cadres and villagers in the NCMS payment process,how village cadres and villagers interact in the interaction process,the process of interaction,and the friction and collision between the structural system and personalized personality behind the interaction,so as to sort out the logical root of the interaction,The interaction between villagers and village cadres in Village K can be summarized into four processes: compulsion,cooperation,conflict and compromise.The factors that determine the occurrence of these four transfer mechanisms are structural factors and villagers’ self-interest personal factors.From the case of the new rural cooperative medical system,we can see the dilemma of grass-roots governance in the rural field,and put forward a discussion.
