Research On Cross Departmental Coordination Of Food Business License Approval In Yanji Government Hall

In recent years,the national level has made a series of important plans for promoting the Internet plus government services and the convenience of approval services.In 2016,the government work report put forward the need to vigorously implement the "Internet plus government services".In 2019,CPC Central Committee stressed that we should improve the departmental coordination and cooperation mechanism.As the organizational basis for coordinating and promoting the reform of government services,local government halls actively explore cross departmental coordination is their important work.Yanji Government Affairs Hall in 2018 and 2019 have launched two government service reform.Relying on the business collaboration platform,the acceptance authority of business approval matters will be sunk from the functional departments of each unit to the comprehensive acceptance Department of the government hall,give play to the "one window" role,and comprehensively implement the cross departmental collaboration of government service matters.As a new reform measure,while the reform has achieved certain results,it also faces certain problems.Observing the process of inter departmental coordination of food business license approval in Yanji Government Hall,it is found that the government hall has completed the transformation in the coordination process,but the coordination effect is not ideal,which affects the continuous promotion of reform.This paper takes the food business license approval of Yanji Government Hall as the research object.Through literature research and individual interview,according to collaboration subject,technology and system,this paper analyzes and combs the cross departmental collaborative process among the comprehensive acceptance departments of industry and Commerce,food and government hall in the process of business approval.First of all,from the perspective of the "one window" reform status of food business license approval in Yanji,find that there are problems such as low efficiency of cross departmental business collaboration,poor collaborative information sharing and difficult coordination and accountability.Secondly,analysis of three causes:collaboration subject,technology application and system construction.Finally,according to the reasons,the practical countermeasures of cross departmental collaborative governance of food business license approval are put forward: first,make up for the defects of cross departmental collaborative subject of food business license approval;Second,integrate the cross departmental collaborative technology application of food business license approval;Third,promote the construction of cross departmental coordination system for food business license approval.So as to further promote the reform of "one window" and other government services.
