County-level administrative examination and approval bureaus,as the organizational basis for the coordinated advancement of the grassroots "decentralization,management and service" reform,actively explore governance models to optimize the business environment is an important task.Through field investigations and in-depth interviews,we communicated and exchanged with the backbone and leaders of the administrative examination and approval bureau of G district to discuss the development of the innovative mode of administrative examination and approval services and their future ways.Taking "department" as the starting point,this paper constructs an analysis framework of "situation-mechanism-effect" in cross-departmental collaboration,enriching the micro-mechanism of approval service innovation in cross-departmental collaborative governance research when the reform of grassroots "delegation,regulation and service" is advanced.and discussion of its effects.Among them,the separation of audit and management has brought about changes in the inter-government relationship in District G,resulting in a cross-departmental collaboration situation in which the Administrative Approval Bureau of District G relies on line resources.Therefore,with the help of the conceptual perspective of embedding and coupling,this paper analyzes the innovation mode of administrative examination and approval service in District G,a cross-departmental coordination mechanism that relies on subject embedding and relationship embedding,as well as a cross-departmental coordination model of target coupling,functional coupling and institutional coupling.However,there is a hidden danger of synergy failure in embedding and coupling,which affects the synergy effect.Therefore,this paper proposes to re-examine the opportunity space for continuous innovation released by the compartmentalized structure at the three levels of internal organization,inter-organization,and organizational field for local institutional adjustment.Towards the four logical directions of coordination and integration,multi-dimensionality,responsive institutionalization,flexible operation mechanism,and diversification of the target system,build the main body embedded,structural embedded,institutional embedded,technology embedded,and realize the management system,coupling rule system and platform construction,Build standardized collaboration;couple governance subjects,governance tools and governance objects,build application collaboration,and jointly improve collaboration efficiency. |
